What about a true flying champion?

I don't just mean the way Quinn's bird flies or Anivia are flying, but a true flying mechanic that allows a champion to go over walls (maybe not the highest ones) and scout from the air.
In my opinion there would absolutely have to be a max movement speed built into the champion or maybe they are just prevented from purchasing boots.
I would love to see some of the following abilities and passive:

Passive: While flying, able to have vision of bushes from a certain distance away. This would make sense since the champion would truly be flying and could see from above.

Ultimate: Comes crashing down from the sky and plants beak into ground and being rooted into the ground as impassable terrain for a set period of time. EITHER: Doing a ton of AOE damage and being weak after. Or doing a modest amount of damage and gaining increased defensive stats as the wall.

Passive: After landing on the ground, bird champion has to get a running start in order to be able to fly again. During this time the champion is incredibly weak.

Thinking of a champ that would be a scouting and utility jungler.

League doesn't support a third dimension for movement (AKA Z-axis), therefore unless their engine got a major overhaul, there will be no such concept as a true flying champion for the roster.

I'm not sure if the ultimate is weird or I just dont get it. Bird crashes to the ground and plants break from the ground? I dont think birds can be that strong. (Maybe you're not talking about birds?) That passive is cool. It's what Quinn aims to be.

I think it would be cool if all flying champions had no minion collision. It'd change the meta at least a little bit, I think.
