Is Riot Kayle Finished?

Riot Kayle was just released in the Store for 975 rp, but upon playing I discovered that the only changed thing about the abilities is the E, where the aoe is now blue and her sword/baton is also glowing blue. All the other abilities remain the same however From the red Q, the golden ultimate and the golden colored w. All of these abilities stand out and are slightly annoying against the blue and black riot officer outfit. Was this really the final product that Riot Games had in mind?
