Champion basic Idea/Theme?

Ok so this idea came to me while looking at Galio

Galio is a Tank specifically designed to counter Mages AP Assassins, from Abilities that scale with MR to a magic shield to CC for those pesky Assassins and mobile Mages

So why not a Mage that is Specifically designed to counter AD Bruisers/Casters/Assassins?

Maybe some kind of battle mage with decent wave clear, AOE damage with AP+Armor Scaling, and survivability but at the cost of being Immobile, lack Hard CC and require farming first like Nasus/Veigar/Sion

I only have the Passive and Ultimate completed but I have a foundation for the other abilities too and am open to suggestions

Passive - Arcane Aegis

Every 20 Minions killed permanently grants you 5 Armor, kills restore 10% of your Max HP (+25% Armor) and assists restore 5% of your Max HP (+15% Armor)

Q - a poke Ability, maybe with a Slow

W - a Farming Tool/AOE main damage source

E - maybe a Silence + DoT Aura toggle?

R - Titan's Might

Gain a Shield equal to 55% of your AP(+40% Armor)(+100 per nearby enemy) for 8s, your Abilities deal 145% of the enemy AD as bonus damage for the duration

As a mage that counters an assassin, I would think you would put him/her in mid lane. A mage with a shield ultimate seems more like a tank than a mage to me, though.
