#Passive: Desperate Grace
When Arashi activates Siren’s Cadence she Charms nearby enemies for 0.5 seconds. This Charm also marks all enemies hit with Desperation.
Desperation lasts until Siren’s Cadence deactivates. When an enemy with Desperation would be Feared they instead gain another stack of Desperation. Enemies take 5 + (0.005 Total AP)% increased magic damage from Arashi for each stack of Desperation they have. Maximum of 5 stacks.

Arashi sends out a mesmerizing note in a target direction dealing 65/95/125/155/185 + (0.35 Total AP) to the first enemy hit and charming the target for 1.1/1.2/1.3/1.4/1.5 seconds.
If Enchant hits an enemy champion Enchant can be used one more time within 4 seconds before going on cooldown. Enchant cannot Charm recently Charmed enemies.
#W: Devastating Attraction Cooldown: 18 Mana Cost: 65/80/95/110/125
Passive: Arashi’s first ability used after activating Siren’s Cadence consumes two stacks of Stolen Voices. Doubling all effects except the bonus cooldown reduction.
Active: Arashi sings in a target direction, dealing 70/90/110/130/150 + (0.4 Total AP) magic damage to all enemies in a cone. If Devastating Allure hits a Charmed, Feared, or Spellbound enemy it consumes the remaining duration dealing 25/40/55/70/85 + (0.1 Total AP) additional magic damage for each second consumed.

Arashi forces her power into a target enemy, dealing 70/95/110/125/140 + (0.35 Total AP) magic damage.
If the target is Charmed or Feared they become Spellbound for 2/2.5/3/3.5/4 seconds.
A Spellbound champion cannot attack, cast spells, and slowly moves towards Arashi. If they take any damage the effect instantly ends.

Passive: Each time Arashi Charms an enemy champion she gains a stack of Stolen Voices up to a maximum of 4/5/6/7/8/9 (At levels 6/8/10/12/14/16).
Active: Arashi’s abilities each cost a stack of Stolen Voices in addition to 130% of their normal mana costs. Siren’s Cadence ends once all stacks of Stolen Voices are consumed.
Each ability that consumes a stack of Stolen Voices deals 45/90/135 + (0.45 Total AP) additional magic damage, has 15%/25%/35% additional cooldown reduction, and Fears enemies instead of Charming them.
(This bonus cooldown reduction goes past the normal limit of 40%, making Arashi's maximum cooldown reduction 55%/65%/75%)

If you can’t I understand, they’re not for those who cower in the face of fear. Even I am barely fit to hear such things. But, these things I hear, the words the tides bring in and out, are all very interesting, to say the least.
Words are such powerful things they influence the behavior of all who do, and don’t understand them.
Quite fascinating.

Excuse me. It looks as if I have been spending too much time around Shiny again. Whenever I talk to him for too long I start to pick up his rather odd way of speech. His reasoning for which I find to be somewhat illogical but then again, I don’t see the things he sees.
Just as he can’t hear what I hear.
Now i’m very well aware that our speech patterns already mimic one another but seeing as how we originate from the same place that is only natural.
The main difference between to two of us, at least in my opinion, is that I address people by their names. He addresses people by a name.
It may not sound like much but there is a difference.
I feel myself diverging from my original point, just as Shiny always does. I really need to spend less time around him.
But when it come to us as ‘people’, uh- again my inner Shiny comes center stage. Anyways, we have a very like mind when it come to the value we hold in our speech.
As I have said Shiny places an emphasis on how he addresses an individual, their name.
I place emphasis on the meaning of speech, what words mean, how they affect those who hear them. If you were to see my line of work you understand how fitting this is.
Aside from myself I know of only one other of my physical kind to ascend to this height, to come above the waves. She is still bound by the body given to her at birth.
I believe a certain Lich would say the I have been ‘freed’, but seeing as how all that I have really done is figured out a little secret of the sea. I could hardly call that freedom.
At least, in his meaning of the word. I am free of a responsibility.
A responsibility that she took up. Poor soul.
Now given the necessity and importance of that responsibility, had I realized that it was mine before I left our aquatic home I would have taken it up, certainly. Now though, not so much.
I realized that there was much more to the sea than one typically sees.
I also have just realized that I have digressed almost completely.
Damn you Shiny.
It was a time of desperation.
The Tidecaller was no where to be seen. If they never came then our home would be swallowed by the darkness of the sea.
So what could we do to prevent this?
Sit, wait, and pray for the Tidecaller to come.
I was meant to be that Tidecaller, however I realized it too late. Nami had already claimed the position as her own, and given my current state I doubt that anyone from our home would want me to come back.
To claim my rightful position.
Regardless, I should explain my reasoning for such a decision.
It was shortly before Nami had called my role, I had heard a strange noise. Not a noise per say, but a voice. A ghastly, erie, whispering voice, calling to me.
It was… mesmerizing.
I just had to find the source.
Before I left I checked to see if anyone else had heard the noise, just to ensure that my quest wasn’t some unjustified hallucination, none had. And so I left our oceanic home, as of that point it seemed stupid to stay anyways.
Seeing as how our home was to be swallowed by the darkness of the abyss and all.
So from that point onward I just swam.
On and on.
No stopping.
Just swimming.
At some point, when I felt as if I could go on no more, the waters blackened.
It became dark, however, unlike the darkness that was to consume our home, this darkness felt…
comforting.
The voice had become louder than ever.
I felt obliged to carry on, to continue on my quest, and when I had found what appeared to be an island I swam up to the surface to see the place I had longed to go to for such a long time.
It was dark.
It was quite.
The voice had stopped.
It was certainly not what I had expected, and I loved it. I still love it, which is why I choose to live there today.
Also, it was at that time that I first met Shiny.
Shiny is an interesting ‘person’ as he puts it. He is also rather possessive. So when some ‘researchers’ had come to his home in hopes of finding a way to purify it, well he just wasn’t going to stand for that.
When I swam towards the shore, it was then I saw him dealing with said pests.
It was fascinating, the way he used his own powers to manipulate powers of others to accomplish his goals.
Truly turning them against one another, against themselves.
Truly fascinating.
Once he was finished he spotted me, and I thought I was finished. Before I could turn to leave he called out to me, said that he had never seen someone quite like me in all of his remembered life. When I asked if he would treat me, a trespasser, just as he had treated the others;
His only response was “Now why would I want to do something like that?”
He showed me around the shores of the Isles, when confronted by the other denizens of the Isles he would will them away. Shiny’s will is the entire reason he is as feared as he is. Anything more than that, I don’t want to think about it.
It was here that I found the thing Nami so desperately searches for. Now, this particular moonstone could not be used by our people, it was tainted with the darkness it normally repels.
My guess is that these Isles housed the origin point of the moonstones. Seeing as how each moonstone lasts one hundred years, it would make sense if the corruption that covered the Isles broke the seemingly eternal cycle of the Tidecaller.
This black moonstone was, however, perfectly suited for my purpose. I wished to walk on the land just as Shiny does, not flop around like a literal fish out of water. I wanted to see the lands past the dark shores. I wished to the corruption that Shiny holds so dear. This moonstone was my key.
Remaining near the Isles, bathing in the light of this tainted moon stone, whose light has faded since then; these were the only things I needed.
Now my ability to walk did not come without some unnatural side effects, my voice in particular. The only person or should I say ‘person’ to be able to resist my voice is Shiny and even then only for few moments. If I were to sing as I normally do, even he would fall to me, but only barely.
You see, i’m not one to gossip about such things, oh, no, wait, I am. Shiny has the particular interest in one individual. An interest of the emotional variety. And he most certainly never admit it to anyone, especially me.
However, its because of such feelings that my voice works on him.
I’m off-topic again.
Damn you Shiny.
My voice allows me to change the wills of others.
Shiny forces his own will on others to overpower their own.
Whichever way you choose to look at, those that possess any will at all, are vulnerable to our powers.
So tell me,
Whose will shall we bend and break? Make them sing in the names of those who rule their every move. Tear them down into their very base only to build them up in your own image, and if something isn’t quite right start the whole thing over again.
