Champion kit #13, a Specialist (of title-granting)

Hello you people, I'm FúrinKazan and, although a level 10 account, I'm actually close to 400 in the BR server. I recently tried to reach out to Riot about my projects for League of Legends, but unfortunately they only deal with graduated people.
Anyway, the projects I made for the game have no use anymore so I decided to publish them all. They are champion kits, counting up to 120 with unique abilities, defined classes, gameplay and numbers for those who like. The idea is to publish one champion per day until April. I also have some champion updades and they might show up sometimes.
I see a lot of good and creative kit concepts and reworks everywhere on the internet. However, if its gameplay is not coherent, it's not a champion. If numbers are not right, it won't work. Riot abandons a lot of cool fantasies because they end up failing at executon, so I bring you the abilities instead, for people to imagine a theme as they want. Here we go (leave a comment and take a look at my older posts!):

- Specialist core traits: abilities that fit well together, yet don't fit any specific class
Passive: Title-granter: Throughout the battle, Yoshiaki may concede a title of nobility to allied champions. He may grant the first one after 8 minutes and then one every 4 minutes. Each title concedes the respective ally a certain effect and there's a limit of one title per champion.
Military director: Upon basic attacking an enemy champion below 40% Maximum Health, deals** 40/75/110/145/180 (+ 20% AD)** as additional Physical Damage.
Defense general: Taking damage from an enemy champion when below 20% Maximum Health grants a shield that protects for 40/75/110/145/180 (+ 2.5% of Yoshiaki's Maximum Health) for up to 3 seconds.
Munitions director: Upon damaging an enemy champion with an ability, deals 40/75/110/145/180 (+ 30% AP) as Magic Damage over 3 seconds.
Logistics manager: Hitting an enemy champion deals 16/30/44/58/72 (+ 14% AP) additional Magic Damage and heals by the same amount. Additionally, the next three basic attacks deal 8/15/22/29/36 (+ 7% AP) additional Magic Damage and also heal.
Reserve general: The next shield or heal applied to an ally has its effectiveness increased by 40/75/110/145/180 (+ 2% of Yoshiaki's Maximum Mana).
Each one of the effects has a 45-seconds Cooldown. In exchange for such benefits, each champion concedes 10% of the gold from takedowns to Yoshiaki and cause his basic attacks to deal 15 (+ 5% AP) additional Magic Damage per title granted. All values at levels 1/5/9/13/17.
1st Skill: Yoshiaki speeds himself up by 30% for 1 second and causes his next basic attack to deal additional damage. Additionally, que attack creates a wave of influence that hits all enemies within a conical area behind the target, slowing and damaging them.
During the Ultimate, the ability no longer strengthens the next basic attack, affecting all enemies within a conical area towards the targeted direction instead, but causing the same effects.
-Additional damage: 40/65/90/115/140 (+ 30% AP) as Magic Damage -Slow: 40/50/60/70/80% for 1.5 seconds -CD: 8/7.5/7/6.5/6 seconds (begins after the attack)
2nd Skill: Yoshiaki projects a false shield on the targeted enemy champion, protecting him from damage for up to 3 seconds. Despite this, the shield converts a portion of the damage it takes into True Damage and, if broken, deals double the value as Magic Damage. The additional Magic Damage from the Passive deals double damage against false shields.
The ability may also be cast on Yoshiaki, granting a real shield for the same duration. When there are at least 2 allied champions nearby, receives Coalition power.
Coalition power: When cast on an enemy champion, the damage dealt to him (before the True Damage convertion) increases by 20%. In the same way, Yoshiaki receives 20/25/30% less damage when cast on himself (at levels 1/7/13).
-Shield value: 60/95/130/165/200 (+ 2.5% of Yoshiaki's Maximum Health) -True Damage convertion: 40/45/50/55/60% of total -CD: 14/13.5/13/12.5/12 seconds (begins when the shield ends)
3rd Skill: Yoshiaki manipulates the targeted enemy champion he has damaged in the last seconds, becoming able to issue commands to his movimentation and basic attacks for a short period. To manipulate through the entire duration, Yoshiaki must channel.
The targeted enemy champion also receives damage over the duration. The ability prevails over other crowd controls that may affect the enemy champion.
-Control duration: 1/1.25/1.5/1.75/2 seconds -Total damage: 80/125/170/215/260 (+ 60% AP) as Magic Damage -CD: 20/19/18/17/16 seconds (begins when the effect ends)
Ultimate: Yoshiaki jumps in top of the targeted nearby champion he has damaged in the last seconds, remaining in place for up to 6 seconds and receiving a large shield. During this time, Yoshiaki cannot basic attack nor move himself, as his movimentation is binded to the targeted enemy champion. In exchange, he also cannot be targeted by him.
While the effect lasts, Yoshiaki deals damage every second to all enemies within an area around himself and a portion of the damage he takes (even the one blocked by shields) is transferred to the enemy champion he's above of.
The ability may be recast to end the effect earlier.
