[Champion Concept] Fransisca, the Siege Breaker

This is a slight revamp of a concept I posted on the old boards. I decided to revive it and try to get back into this.

Roles: Marksman

Appearance: Fransisca has a relatively bulky frame for a woman and stands about 5'6””. She wears a green visor over her eyes that has a short, thin antenna on the left side. She carries a rifle with a similar antenna on its side. She wears thick black pants that appear to be armored with a futuristic material, and a police-style bulletproof vest over a black shirt. She has silver hair pulled back in a ponytail, giving her a the appearance of an elder veteran commander.

Lore: In the city-state of Demacia, skill at arms is needed for the ongoing battle against Noxus. Fransisca came from a line of elite warriors, and was supposed to become a great warrior in her own right to fight for Demacia. She trained night and day with her father's warhammer, against all manner of foes, and joined the Demacian military at eighteen. She fought in campaigns for Demacia all over the world, becoming a veteran commander in the Demacian military. She was known for her unfailing courage, charging down machines five times her size and engaging them in melee range with her warhammer. She was capable of smashing the machines in specific weak points to their construction, bringing them to a grinding halt with one precise strike.

She and her unit were tasked with tracking a rogue pyromancer and his followers and bringing them to justice. She chased them to a cave, where the Demacians charged the spellcaster's lines. Though the hostiles were all eliminated, Fransisca took a direct hit to the face by a powerful pyroclasm spell and was blinded. This was a disaster for Demacia. A commander with twenty years of experience in the field, with the math background and understanding of construction that she had, is nearly irreplaceable. While one warrior of exceptional skill can be replaced through numbers, an expert commander cannot.

Because of her value to Demacia, they were willing to do whatever it took to keep her able to fight and lead. She traveled to Piltover and met with Heimerdinger, the inventor who designed Master Yi's Seven Lenses of Insight. She tasked him with building a device that would restore her eyesight, offering him great sums of money from Demacia's war chest. Heimerdinger built the Commander's Visor and presented it to Fransisca, but warned her that it was extremely fragile if struck in combat. Fransisca then tasked him with developing another device, a siege-breaker rifle, so she could fight from distance instead of up close with her warhammer.

Heimerdinger's creation was the 20mm Shield Cracker, which Fransisca trained with sixteen hours a day while on recovery. The Commander's Visor was designed to sync with the Shield Cracker, granting her a targeting reticle on her visor for the weapon. With her battle experience and the calculations from the visor, she quickly became able to identify and pick out weak points on enemy defenses. Fransisca was called back to Demacia and given command of the city's defenses, and given the unique task of taking down Zaunite war machines in the event of an invasion.

Innate – Precision: Fransisca's aim is precise but slow. She can never exceed 1.0 attacks per second. Additional attack speed beyond her personal cap from all sources instead increases her physical damage dealt by the percentage over 1.0 she would have without Precision.

Q – Bio-Energy Blast: Fransisca loads and fires special round that draws energy from its targets. For every target hit in the line, damage to the next target is increased by 8% (up to a maximum of 40% increased damage). This ability can be blocked by structures, but if an enemy structure blocks this attack it will take half the damage a unit would take.

Damage: 50/90/130/170/210 (+60% Attack Damage) Cooldown: 11 seconds Mana Cost: 80 mana Range: 850

**W – Expose Weakness: ** Passive: Fransisca always critically strikes targets with reduced Armor, dealing 110% + 1% per 1% Crit Chance damage on auto attack.

Active: Fransisca's next attack exposes a weakness in the target's armor, reducing their Armor by 5%/10%/15%/20%/25% for 4 seconds. This ability can be used on structures for full effect.

Mana Cost: 50 Mana Cooldown: 4 seconds

E – Acceleration Drive: Fransisca activates the acceleration drive on her rifle, gaining 10/15/20/25/30 Attack Damage and 25/35/45/55/65 additional range for 4 seconds. Auto attacks made during this time increase the duration by 0.5 seconds, up to a maximum of 3 additional seconds.

Cooldown: 24/23/22/21/20 seconds Mana Cost: 75 mana

R – Siege Engineer:

Passive: Fransisca gains the ability to critically strike structures.

(Dominion: Fransisca's capture rate is improved by 75% of her critical strike chance.)

Active: Fransisca fires a long range cannon blast to a point on the map that strikes 1 second after being fired. The shot deals 200/300/400 (+140% Bonus Attack Damage) physical damage to all enemies in the radius. If a structure is in the blast zone, it takes full damage and the ability deals only 60% to the champions in the blast zone.

(Dominion: Fransisca fires a long range cannon blast to a point on the map that strikes 1 second after being fired. The shot deals 200/300/400 (+140% Bonus Attack Damage) physical damage to all enemies in the radius. If a capture point is in the radius, it loses power for 8/10/12 seconds, the enemy nexus takes 2 damage, and the ability only deals 60% to the champions in the blast zone. Without power, a capture point cannot fire or contribute to nexus damage.)

Cooldown: 80 seconds. Mana Cost: 100/150/200 mana Range: Global Radius: 200

Base Stats:

Rulings:

Structures are unattackable if the structure before them in the lane has not been destroyed. The outer turret in a lane must be destroyed first, then the inner turret, then the inhibitor turret, then the inhibitor, then the nexus turrets and finally the nexus. Fransisca cannot damage any structure that is not currently attackable with Siege Engineer or Bio-Energy Blast.

Fransisca's Precision damage is based off her attack speed as a percentage of 1.0. This is not affected by the % Attack Speed listed on items, nor on her base attack speed. A Fransisca with enough items to reach 1.25 AS instead has 1.0 AS and 25% increased physical damage. A Fransisca with enough items to reach 2.0 AS instead has 1.0 AS and 100% increased physical damage. The 2.5 AS cap still applies, and any AS that would bring her original attack speed above 2.5 will instead provide her 1.0 AS and 150% increased physical damage. Note that this keeps her DPS the same as a traditional carry with the same bases and items. The only bonus she gets from the passive is that it applies to all physical damage, thus increasing the damage dealt by Bio-Energy Blast and Siege Engineer.

Attacking: "Hit 'em where it hurts." "Break their walls." "Blow it wide open." "Miss? I don't do misses." "Locked on target."

On learning first rank of Siege Engineer: "Let their walls shatter like glass."

On cast of Siege Engineer active: "DEMACIAAAAAA!"

Joke: "If you hit a wall...you're not doing it right."

Taunt: "Why even bother with that pathetic armor?"

A very simple concept, I like it. It could use a little bit more complexity on the W and E. The passive is also a bit boring, and 8 AA's on the same target is pretty unreasonable for 32% CC, especially late game. Other than that, it's really cool, I love how the Q works.

Structure destroying is debatable whether or not it's a valid niche, but ignoring that controversy, this is well done.

I rather like it, good kit overall, long ranged but no escapes; the only thing that doesn't works is thematic.

First off, if she's holding what's essentially an anti-tank rifle, I don't quite get the feeling that the champion should work with AS so much as she seems to. Your champ presents a perfect opportunity for might over speed in an ADC.

ADC items being what they are, I'd suggest a passive that transfers her bonus AS to AD with a fixed ratio, say 50-75%.

Also, because i hate Crit Chance with a goddamn passion due to luck in a game like league being silly, I could see a Crit mechanism in her W, where you can only (but always) Crit enemies afflicted by W, and have that damage either scale upwards every hit, or get a reset on kill or some such. Plenty of potential there.

You could hit the perfect theme of the one-hit-wonder ADC with insanely high damage but low AS.

Just my two pennies.

The "one-hit-wonder ADC" was the original concept. She had a base Attack Speed on the floor, E gave her bonus damage instead, and her base Attack Damage was the highest in the game. The new passive and W should provide that style more than a base stat adjustment, and it also prevents the high base AD from being overpowered in the laning phase.
