I don't agree with Fiora, but I think the rest are right
It could be Fiora, but it could also be describing 
The weaving and unweaving you be referring to the crescent shape of her Q. Her W ability oribits around her. She also has a dash with her ultimate.
One of the descriptions sounded like Brand...but it could just be wishful thinking.
