Status on Zac? next skin and possible buffs?

I have been contemplating this very question. It seems, at least at my level, that Zac play is all but dead.
What if zacs ult made enemy champions hit to be covered in some of his green ooze. This would lower the resistances of champions hit by some small percentage like 5, 10, 15%. I personally think this buff could put zac back at the top tier jg champions, it would increase his utility in team fights in a fair way.
