@Riot, can you make Skarner Top workable?
too much dependence on his spires punishes him if he goes to lane, and he could lane pre-rework. can you guys make it work?

Spires were a mistake in the first place, so a rework to remove them should happen regardless.

Seriously Since 2011-2013 Skarner was so cool so hella cool to play but his visuals just so old, What riot could do 2011-2013 is giving him a visuals rework only and keep his skills, and look what they did: 2014= failure and nerf rework-------------> He got another nerf and another and another.... 2015= Skarner got rekt he lost all his damage they also wanted to give him a new rework in juggernaut update..... He got Rekt again and again, they gave him spires and things got Hella worse. Now skarner is dead, When someone ask who is that scorpion char in league? he looks interesting. Your answer has to be like this: Yes. But Riot Stomped on him. he is no longer a champion.
But really if we go serious with that, Skarner is the most forgotten and Nerfed Champion in the history of league, he definitely needs a full rework Full Hella rework and give him new visuals and restore the type of his 2011-2013 gameplay where he was a godly Duelist scorpion.
