[November CCOS Entry] [Champion Concept] Charlatan, the Con Artist

Introduction Hey everyone! BigBenClockTower here, and welcome to the latest Champion Concept I have placed onto the Community Boards. It's also yet another contest entry, so as always, this is exciting for me, and I hope it is for you too.

Charlatan, the Con Artist, will be my November CCOS entry, and is designed to be a tricky Assassin who scores kills by trolling her opponents. While she has low overall stats, with proper application of her unique Abilities, she can effectively lock down targets in a fight, and always leave her opponents guessing. Masterful chaining of her crowd control is central to her usefulness, and she performs best as a gank focused Jungler and Assassin.

However, even if this is a contest entry, the golden rule still applies! One review of any of my concepts gets you one review from me on a Champion of your choice! I like being fair, and I love seeing original concepts too.

Description Sporting rough leather armor (a full-set) with a nice distracting window, Charlatan appears very athletic and lithe, perhaps somewhat non-threatening physically. Her hair is middling in length, and blonde in color normally, framing hazel eyes. Very easy to look at and interact with. She always has her hidden blades equipped, wrist mounted sheathes hiding under her leather gauntlets in a way that they cannot be seen, but the range is often poor, making it comical for her to use them effectively. She also has enough nooks and crannies to store many tricky items for her job.

Lore Everyone in Piltover has has heard of Lady Dee Ceit and her band of slippery ruffians, the Fair Deal. "Charlatan", as she is commonly known, enjoys much success in her endeavors, attempting to use Jinx's crazy antics to hide her own machinations coming about as a result of her shrewd business dealings and bluffing skill. However, Dee was also known as a notorious swindler and scoundrel, one that lied, cheated, and stole as it suited her band. Among the least of these was looting Piltover of many important relics. It could even be said that nothing was beneath her.

One morning though, her second-in-command, Armandis had some impressive news: Illaoi, the prophet of a so called "Great Kraken", had made her appearance. Charlatan was piqued; she saw an opportunity in this relevation, a potential source of powerful relics, and something worthy of her investments and pursuits - some early planning and thought could easily net a fortune once everything was in place. She arranged her band of scoundrels to seek out this new prophet and tail her, her goal solely to spy if such treasures could be reaped of her "Great Kraken" God.

So it was that Charlatan set off for a new round of travel, leaving weary Piltover behind. Her mind was now fixed on the potential pool of wealth her and her brigade could acquire, a weath beyond mere money, and one that could change their circumstances and reputations forever.

NOTE: Charlatan is a manaless Champion, and is limited only by her cooldowns.

Poker Face - [Innate - Self-Buff] Charlatan is great at bluffing her opponents with her skulduggery, effortlessly hiding sensitive information from them.

Creator's Comments: Charlatan's actual Champion Statistics and Scoreboard values are replaced with question marks when viewed by her opponents. Her inventory only shows them the most expensive Item she has at the time, duplicated in every slot (the Trinket slot is a question mark icon). In the case of a tie in cost, the Item's tier takes precedence. If they are in the same tier, the most recent one purchased is displayed.

SURPRISE! - [Q1 - Point-Blank Area of Effect - RANGE: 450 - COOLDOWN: 12 / 11 / 10 / 9 / 8] ACTIVE: Charlatan uses an incredibly loud noisemaker to terrify enemy Champions around her for 1.5 seconds, and slows them by a minor amount for 1.5 seconds afterwards. Minions and monsters are instead feared for 3 seconds. She may reactivate this Ability during this time to use BANG!.

SLOW AMOUNT: 10 / 15 / 20 / 25 / 30%

BANG! - [Q2 - Conic Area of Effect - RANGE: 450 (Cast Range) / 20° (Area Width)] ACTIVE: Charlatan fires a flag gun that stuns enemy Champions caught in its area for 1.5 second. If they were affected by SURPRISE!, they are instead stunned for 3 seconds. Enemy Champions hit by BANG! take a minor amount of physical damage immediately, and and an additional amount of magic damage after all crowd control effects upon them end.

PHYSICAL DAMAGE: 35 / 55 / 75 / 95 / 115 (+ 60% Bonus AD) ADDITIONAL MAGIC DAMAGE PER SECOND OF CROWD CONTROL EFFECTS: 20 / 40 / 60 / 80 / 100 (+ 10 per 100 AP)

Creator's Comments: SURPRISE! does not go on cooldown until BANG! is used, or until 3 seconds passes, whichever comes first.

Origami - [W1 - Ground Targeted Skill Shot - RANGE: 1100 - COOLDOWN: 12 / 11 / 10 / 9 / 8] ACTIVE: Charlatan folds a sophisticated paper creation for up to 6 seconds before tossing it towards a targeted area. This paper creation will remain where it lands for twice the amount of time Charlatan spent making it, and will stick to any Champion it strikes directly during flight. She may reactivate this Ability during this time to use Shadow of Impending Doom. The paper creation is visible, and may be destroyed by enemy Champions after 1.5 seconds.

PROJECTILE SPEED: 1100

Shadow of Impending Doom - [W2 - Ground Targeted Area of Effect - RANGE: 250] ACTIVE: Charlatan calls down a large and heavy object to fall upon the paper creation she created earlier, damaging all enemies caught under the object for major physical damage. The resulting mess lasts for 3 seconds, and drastically slows enemy Champions who pass through it.

PHYSICAL DAMAGE: 100 / 150 / 200 / 250 / 300 (+ 60% Bonus AD) SLOW AMOUNT: 20 / 30 / 40 / 50 / 60%

Creator's Comments: Origami does not go on cooldown until Shadow of Impending Doom is used, or until the paper creation expires, whichever comes first.

Sorrowful Tale - [Single-Target Tether - RANGE: 650 (Cast Range) / 1100 (Tether Range) - COOLDOWN: 12 / 11 / 10 / 9 / 8] ACTIVE: Charlatan attempts to convince an enemy Champion to listen to her pleas, slowing them by a minor amount for up to 3 seconds so long as the tether holds. If 3 seconds passes without the tether being broken, she charms the targeted enemy Champion for 1.5 seconds while dealing a minor amount of magic damage to them, and receives 20 / 40 / 60 / 80 / 100 gold.

SLOW AMOUNT: 10 / 15 / 20 / 25 / 30% MAGIC DAMAGE: 20 / 40 / 60 / 80 / 100 (+ 60% AP)

Creator's Comments: Sorrowful Tale does not go on cooldown until the tether effect ends.

Flimflam - [R - Self-Buff - COOLDOWN: 12 / 9 / 6 / 3] ACTIVE: Charlatan prepares one of her three special stances, which will activate in the place of her next used Ability.

SHAMPAIN: Charlatan pretends to hurt herself while trying to use the activated Ability, rooting herself for up to 3 seconds. During this time, she may activate any of her other Abilities, regardless of remaining cooldowns, with the Ability used to trigger Shampain being replaced by a single use of Don't Blink for the duration of the stance. If Charlatan is attacked during this time, she turns the tables on her attacker and blinks behind them to issue a single attack. This attack deals a moderate amount of physical damage, and stuns them for a duration equal to twice the amount of time she spent in the stance up to that point. She then gains a movement speed bonus that decays over 3 seconds.

PHYSICAL DAMAGE: 100 / 175 / 250 / 325 (+ 40% AD) MOVEMENT SPEED BONUS: 40 / 80 / 120 / 160%

FEIGNT: Charlatan pretends to cower in terror instead of using the activated Ability, rooting herself for up to 3 seconds. During this time, she may activate any of her other Abilities, regardless of remaining cooldowns, with the Ability used to trigger Feignt being replaced by a single use of Don't Blink for the duration of the stance. If Charlatan is attacked during this time, she turns the tables on her attacker, and blinks behind them to issue a single attack. This attack deals a minor amount of physical damage, plus additional magic damage based upon how much damage she would've taken from the attack. She then gains a movement speed bonus that decays over 3 seconds.

PHYSICAL DAMAGE: 75 / 125 / 175 / 225 (+ 60% AD) ADDITIONAL MAGIC DAMAGE PERCENTAGE: 50 / 75 / 100 / 125% MOVEMENT SPEED BONUS: 40 / 80 / 120 / 160%

CADETTE: Charlatan pretends to try and make friendly small talk with her opponents and not actually use the activated Ability, rooting herself for up to 3 seconds. During this time, she may activate any of her other Abilities, regardless of remaining cooldowns, with the Ability used to trigger Cadette being replaced by a single use of Don't Blink for the duration of the stance. If Charlatan is attacked during this time, she turns the tables on her attacker and blinks behind them to issue a single attack. This attack deals a major amount of physical damage, and dramatically bolsters Charlatan's armor and magic resist. She then gains a movement speed bonus that decays over 3 seconds.

PHYSICAL DAMAGE: 125 / 225 / 325 / 425 (+ 20% AD) BONUS ARMOR AND MAGIC RESIST: 100 / 150 / 200 / 250 MOVEMENT SPEED BONUS: 40 / 80 / 120 / 160%

Creator's Comments: Charlatan will prepare a stance at random when Flimflam is activated. The stance prepared may be manually changed by using Charlatan's Special Taunt (default Ctrl + 5), cycling through the stances in the following order: Shampain, Feignt, Cadette. Charlatan will cue the Player with a comment related to the stance prepared. Activating Flimflam a second time before a stance is used unprepares the stance. Ending any stance after they have been activated places Flimflam on its cooldown. Charlatan begins with 1 rank in Flimflam, and may rank it up further at levels 6, 11, and 16.

Don't Blink - [Q / W / E - Ground Targeted Blink w/ Self-Buff - RANGE: 450] Charlatan blinks to the targeted location and enters stealth for up to 3 seconds. Her next attack during this time has an added effect based upon which stance she just exited.

SHAMPAIN: Charlatan's next attack deals a moderate amount of physical damage, and stuns its target for a duration equal to the amount of time she spent in stealth. She then gains a movement speed bonus that decays over 3 seconds.

PHYSICAL DAMAGE: 100 / 175 / 250 / 325 (+ 40% AD) MOVEMENT SPEED BONUS: 40 / 80 / 120 / 160%

FEIGNT: Charlatan's next attack deals a minor amount of physical damage, plus additional magic damage based upon how much damage she deals with this attack. She then gains a movement speed bonus that decays over 3 seconds.

PHYSICAL DAMAGE: 75 / 125 / 175 / 225 (+ 60% AD) ADDITIONAL MAGIC DAMAGE PERCENTAGE: 50 / 75 / 100 / 125% MOVEMENT SPEED BONUS: 40 / 80 / 120 / 160%

CADETTE: Charlatan's next attack deals a major amount of physical damage, and drastically reduces the target's armor, magic resist, and damage dealt for a duration equal to the time she spent in stealth. She then gains a movement speed bonus that decays over 3 seconds.

PHYSICAL DAMAGE: 125 / 225 / 325 / 425 (+ 20% AD) STAT REDUCTION PERCENTAGE: 10 / 30 / 50 / 70% MOVEMENT SPEED BONUS: 40 / 80 / 120 / 160%

Creator's Comments: Don't Blink is removed once it is cast, or the stance is ended, returning the Ability it replaced back to normal.

Hey! Here are my thoughts on your concept! ^_^ also upvoted to offset the downvotes!

Passive: I honestly have no idea when this would be helpful. Unless your gonig for some really cheeky build I don't know why you would hide your items and stats. If Charltan is an AD assassin than it's relatively predictable what she's going to build.

Q: Three seconds is really long time:/ That's like getting hit by an Ashe arrow. Maybe make it scaling with level?

E: I think receiving extra gold is a bit much. Especially 100 gold at max rank. Though a max CDR build would be pretty funny, bank Charlatan all the way!

R: I think you should just make one version, I don't think she needs the option of having three different effects to select from. It offers her a ton

R3: I don't know about you but 250 armor and MR even at max rank sounds absolutely insane.

Also this ult is rather......awkward....

For one thing it's rather obvious when she uses it, if Charlatan is just randomly standing still it's kind of obvious what's going on. Also rooting your self as an assassin is a really bad idea, it makes you insanely vulnerable and if someone walks up to you and CCs you you're absolutely screwed. If they just run past you and wait for the ult to end your also kind of in a pickle.

Personally I think it's a lot more reliable just to skip the stance and just use Don't blink straight afterwords which brings up another issue. You've been instagibbed by a Rengar at least once right? Invisible assassins are no fun to play against, you can't see them coming and when they strike you're kind of screwed. That's why Rengar has his little exclamation point and Eve has been gutted, no one likes getting instantly blown up by a target they can't see.

AD Assassin?: All AD assassin have AAs as a crucial part of their kit: Talon has his Q, Zed has his passive, and Kha has his Q and Passive. That's what makes being an AD assassin work since it's a lot harder to get a lot of AD rather AP. The only thing that could really counts as an AA buff on Charlatan is her ult which isn't even really an AA but more of a spell. I kind of have a hard time figuring out how to build AD on her as an assassin, you can't build Yommus she doesn't use the active properly, Hydra is kind of wasted on her since she can't use lifesteal and i don't think she needs it to animation cancel, BOTRK doesn't make any sense, anyway most of the AD items at the moment are geared toward Crit using ADCs and I can't figure what works on her:/

Personally I think you should just make her AP, she can burst harder since AP is a LOT easier to come by than AD and AP items like Luden's and Lichbane would probably work great on her.

Lore: Cool lore, it's really well written. I guess I would've liked it if you went into more detail. Like Gp's lore how he's notorious for stealing Swain's ship and raiding Zed's temple, show what makes her such a great con artist . But besides that can't really complain, it shows heer goals, sort of what kind of perdson she's and why she has her abilities(Sort of).

Great concept let me just put it out there, passive is pretty interesting however i dont know i feel about not being able to see her items but still pretty interesting idea, she seems to have A LOT of abilities so i would probably play her in most roles but thats probably just meh but her concept is very interesting. Keep up the good work :D Your local noob
