Intelligence: it seems this being posses an average intelligence and is able to understand its own actions. Being posses intellect of an average grown up person, but looks as if it stopped growing/developing at small child's state. It may point out towards possibility of this being being young age. This concludes that if it is able to developed further, then it could evolve into one of the most intellectual life forms.
Powers: creature posses abilities allowing it to create mechanism out of unknown magical energy. It's creations usually vary from explosives to sentient robots. It worth pointing out that its creations doesn't last long and disappears without trace after uncertain period of time.
Other info: it have strange obsession with killers and seems to hunt them for no apparent reason.

When child is born out of hate, not only the living trembles, because being born out of negative feelings is affecting not only in mind, but in its soul. Darkest curses aren't created, those are born. Cursed children born out of death and anger. Be afraid, because those are pure evils born into life.

Story of Boo Boo's birth In the river of souls where souls of deceased moved to be reincarnated there were one particular soul found by Sir Gram the Evil the creature of death who walks between worlds and collects souls of the dead. However, not like any other, this souls was somehow special. It was weak, fading and corrupted beyond of any normal level of corruption a normal soul could take. Growing up a soul is a bit tricky thing, especially when the souls is a weak one. World of the dead is a harsh place to evolve new being into existence. Sir Gram called his new pet Grammy and raised him as soul eating monster. He learned that Grammy originally was a soul of unborn child and mother died with Grammy inside of her. In addition, at first, her soul was bound to the child, but because of horrible torture and suffering the Grammy's soul was torn away sent to underworld.

Development Sir Gram created the body and put infant's soul into it creating Grammy, however the new born creature wasn't very happy about it. At early days when Sir Gram taught his creature to hunt souls and feed on them, Grammy shown strange interest in souls of evil people. Not only that, he stated to show interest only in souls of murderers and refused to eat souls of good people. It disturbed his creator and caused Sir Gram to feel disappointed in his creation. A creature made by pure evil started to show some kind of morality and that angered Sir Gram, so he threw out his own creation. After that, creature named himself Boo Boo.

World of the living Boo Boo felt strange attraction to the world of the living. He felt like there is someone waiting for him. Traveling outside of underworld proven to be quite easy, but not for a long. Even though his body is somewhat a living shell for a soul, but in the world of the living at wasn't a sufficient form to exist for a long time. So, Boo Boo started to modify himself in order to adapt to the world of the living more. For that he needed strong souls of creatures who could easily evolve and adapt. Nothing beats in adaptation to any world as souls of voidreavers. It was proven to be a hard task to find any of those in the underworld, but Boo Boo did manage to find some. After changing into more suitable form he returned to the world of the living once more to find who he was looking for.

Several series of murder occurred around the town and every witness said they heard strange laughter before someone was found dead. Case is open, however we still have no suspects.

Every living being was made to be special and kind, only action of people as they grow change them to the dark side. Yet, i felt a presence not like any other. Presence of a creature, who is alive and well, but not like any other. Born out of death and madness, this thing is vile and darker than night. Old horror story There once were a woman named Mary. She was a simple one. Loved her farm, was friendly and talkative. Everyone in the village knew her. At her 18th birthday she met a guy. Tall, dark, handsome stranger. He was travelling somewhere. She was young and beautiful. They spend few week together, but later traveler left. After almost three month her farm was attacked. Her parents were burned alive, she was tortured to death. A tragic story for sure, but it doesn't end there. Some say that when traveling to underworld Mary offered her soul to some kind of demon if he would resurrect her baby. Yes, she was pregnant when she was killed. Demon agreed, but in most horrible way imaginable. After her funeral people could hear baby's cry from her grave. It didn't stop after a week, then after a month. It lasted for a year and towns folk was too afraid to dig her coffin up. But one night crying stopped. Youngsters gathered up their courage to check up on her gave. Turns out something dug itself up out of the grave and crawled to the town. Several people died that night. After that, crying stopped, no one else died in a strange way. All would be calm, if only that be end of it. Stories about crying in the grave of killed mother with unborn child is not some kind of legend. It happened in many places, as if someone was creating these horrors. No one knows who could do that, but he must be some kind of unimaginably vile demon, because defiling unborn children is bellow of the lowest things someone could do.

Meeting with Shaco After few month in Runeterra Boo Boo was aware of how things worked and was still in search for someone. During those searches he met Shaco and it was unexpected experience to both of them. They felt similar to each other, like looking into mirror. At first, neither of them knew what to do and only slowly they approached each other. No words were need for them to introduce themselves, as no words were need for them to know what each other was thinking. Still, some words were spoken between them. They shared their secrets and desires. Shaco taught the new guy some tricks, and Boo Boo proven to be extremely talented in dark crafts. Also, Shaco pointed out than there are sever special people who Boo Boo could meet and one of them might be someone Boo Boo is looking for. After their meeting Boo Boo set out to look for those people mentioned by Shaco and as it turns out they all are part of League of Legends.

STRATEGY
He is mid and late game fighter who excels in roaming and ganking other lanes. His main strength is his surprise hybrid burst and his passive who would be an excellent tool against fed enemies. If any lane is loosing hard, then ganking it would be more than good, because bonus damage and enhanced abilities against fed enemies would make huge difference. Even fighting him 1v1 with quite big kills difference would be be hard, because with Boo Boo's R it could easily turn into 2v1 fight and chance of wining would be significantly reduce. He does suffer against extremely mobile enemies who can avoid his Q and E, and because he lacks other forms of disengages, CC or defense steroids fighting such enemy would be quite bad.
Champions who should be able to counter him: 
Playing him top Surprisingly enough he would be quite decent top laner. He have average harass and with a little bit spell vamp could have decent sustain. He is quite to recover after a death against enemy top laner and as a game goes on he is much better at ganking other lanes. Only handful of champions can survive his all-in after level 6. Even losing a lane isn't that bad, because by roaming other lanes you can quickly gather gold, buy items and then get back to your own lane, but this time you would have equally good items and your passive's advantage. Still, he does suffer against strong AOE damage dealing champions with above normal mobility or with hard CC.
Playing him jungle He is something between bruiser and assassin. That makes his early jungle camp clear at best average and would require at least one recall to base to heal yourself up. However, his ganking is really good. Anticipating enemy's movement is the key. Well timed and predicted E is his bread and butter. It slows enemies, deal damage and gives more time to get into right position for Q. Even more, if enemies decide to fight it out, then use of R is extremely good. It blocks single target skill shots and offers good damage it you keep it alive.
Building him hybrid Well, i think he works best with true hybrid build, because of his kit. Not only he does good damage, but he also would have pretty good good stats to lasts as long as needed. Even more, hybrid build is surprisingly bursty, because i offers good damage with W and E, and of course R is really important for hybrid build, because how strong it can get from it.
Playing him full AP mid
That wouldn't be my first option nor i would recommend, but it might be an viable option. He still have decent AP scaling and if timed right could deal good damage, but usually enemy mid laner is quite mobile, so avoiding your E wouldn't be hard and fighting all-in against overpowered mid lane assassin would be suicide for this champ (looking at 
).

His abilities early versions i decided to change:
Cause shadows of nearby enemies to grow in size and reduce their vision range by X% per sec. At X% of vision reduction enemies would be blinded for X sec.

Summon toy planes to fly in line and deal X damage to all enemies they pass. At the end of this ability's range they would drop a bomb dealing X damage to all nearby enemies.

Summon big toy box at targeted location. Nearby enemies will be taunted box attack the box for X sec. If box gets destroyed, then it would deal X damage to all nearby enemies and inflict fear into them for X sec.

Rush towards your target and remain in melee range to him for X sec performing melee attack every X sec. When duration ends you will return to your stating location.

Throw stinky bomb at target location dealing X damage to them and marking them for X sec. Enemies minions will run in fear from marked enemies.
~~ ~~ I decided to make the creepiest champions i could and undead clown baby just popped into my mind. I couldn't think of anyone scarier than this. Even thinking about baby noises and his creepy looks would scare the shit out of a lot people.
Teasers for him could be pretty simple:
- When champion is killed you would hear a baby's laughter;
- In fog of war you would occasionally see some little kid playing with toys for a sec and then it would disappear;
- Some champions at random times in the game would comment on strange presence or say that they hear the laughter;
- Amumu would often speak to strange figure in the fog of war and ask it whether it wants to be friends with Amumu;
- Wining a game would cause you to hear baby's laughter;
- Some toys could be on the ground near your base;
- Minions could carry some baby food with them;
- There would be some random toys in random places of the map;
- Killing enemy champion would trigger sound of someone saying "now you are on the list";
- Dying would trigger sound of someone saying "now we can play together" .
