Raphael, The Exalted Sketcher {Champ Concept}
Raphael discovered his powers at a young age. He has the ability to use his mind and his artistic visions to shape the world around him, and create a new environment. If he could picture it, it would soon become a reality! He grew up to travel all around Runeterra, scolding mountains inside out, flooding lakes and oceans deeper into the ground, and sprouting beautifully colored trees and flowers in towns and cities. His special ability is not all roses and candy however, as he is wanted by almost every king, queen, or person of power in all of the land. His power, when used corruptly, could destroy armies, and stall out wars, or even prevent them all together. Rather they seek Raphael's strength for good nature or destruction, he keeps himself out of harms way, only using his powers destructively when he needs to, or in new surroundings, not at all. Raphael has come to the rift, to reshape how the game is played, literally!
I got this inspiration from the way they are updating the drake's in season 10. The drakes now reshape the maps entirely, whether it's burning/adding brush or even new pathways and rock barriers, I figured, why not have a champion that has a similar niche? The "Painter" champion has been talked about before, but it is still a concept that I would really really enjoy seeing in the game, as it would arguably be the champion with the most room to do whatever you want and create your own gameplay.

Passive - Etch - Raphael does not use mana, instead he stores Paint, which he uses to craft with his abilities. Mana items will expand Raphael's paint bucket size normally as they would mana, but rather naturally refunding his Paint, Raphael will slowly soak it back by walking through his creations/landmarks. "I choose not to live in black and white, but in exotic color and joy..."
Q - Primer - Raphael flicks a line of paint in a targeted line. The splash deals 80/110/130/190/210 Magic Damage to enemies hit, and will stick to the ground for 8 seconds. While on the ground, it will deal 35/50/65/70/100 (+60% AP) Magic Damage per second to enemies inside it. Until the paint evaporates, Raphael is able to shape the line of paint, to create his own design, and further damage his opponents, using his brush(mouse). Cost; 15% maximum Paint | Cool-down; 12 seconds. "The world is my canvas!"
W - Side-tone - Passive Ability - Raphael gains +40% faster movement speed while collecting paint from the ground, and still inside the paint. Additionally, Raphael's basic attacks deal an additional +1% Magic Damage on hit for every 15 Paint he currently carries.) "When the world takes your color, you show them your art!"
E - Acrylic Architect - This Ability has no set Paint cost. Raphael readies his brush, allowing him to create walls of stone wherever his mouse goes. These walls cannot be walked through, but are treated like current game walls, and can be flashed, dashed, hopped, etc. For every 0.5 seconds Acrylic Architect is activated, Raphael spends 5%/3.5%/2% of his maximum Paint. Walls created using this ability will leave behind some paint residue at the base of them, allowing Raphael to soak up 50% reduced amount of Paint as compared to his Primer Paint. Cool-down; 17 Seconds. "Art can be anything you see it to be!"
R - Gloss Stroke - Raphael becomes rooted in position, using his brush at free will, with no further Paint cost. His ultimate goes through three stages of painting: For 4 seconds, Raphael creates brush that his allies can hide in and use for fog of war, after that, for another 4 seconds, Raphael creates patches of rocks and stone that slow enemies by 45%/57%/63%, and finally, he creates a flowing stream for 5 seconds, that deals 130/210/300 Magic Damage, and will slide enemies to the end of the stream if it one continues line with no overlaps. Cost; 50% Total Paint | Cool-down; 190/140/125 Seconds. "My surroundings are my colors, and you are my masterpiece!"
