Changes to Ryze's R and W

So, Ryze has basically always been good in competitive. While recently his ultimate has also been a reason for competitive teams to want to pick him, his W rune prison has always been extremely reliable for gank setup for all versions of Ryze in the early game, which normally leads to easy snowballing. This concept comes from the 8.9 Ryze rework where they tried to make his W a slow that also restored mana. His R is basically just a really souped up version of his current W with a longer cooldown.

**W: Mana leech ** Ryze unleashes a magical tendril at target enemy that deals magic damage and applies a 50% decaying slow for 1 second.

Flux: The slow also grounds the enemy

Cost: **Restores 6/7/8/9/10% maximum mana ** Damage: 60/80/100/120/140 + 20% AP + 1% bonus mana Cooldown: 15/13/11/9/7

R: Rune prison Ryze instantly deals magic damage and roots target enemy for 2.5 seconds.

Magic damage: 100/150/200 + 60% AP + 4% bonus mana Root duration: 2.5 seconds Range: 600 Cooldown: 70/60/50 seconds

Note: Rune prison does not interact with Ryze’s basic spells at all, so no rune charges, resets or fluxed interactions.

Ryze main degenerate here. It's a bad change since 1) Ryze would be way to OP in this state with a combat ult 2) It solves none of his actual problems which make him strong in pro play 3) seen countless posts that sounded like this and these ryze rework idea posts are getting annoying.
