Why haven't I seen a champion like this?

I've been looking through the boards every day for the past week or so and I just thought of something that I haven't seen before: What if there was a champion who's CDR didn't reduce their cool-downs but instead factored into their abilities in different ways? Perhaps they have an ability that slows and then stacks the slow as you keep landing it? And then having your CDR factor into the damage? Or how about having an Ult that gets rid of the CD on one of your spells for the duration? These are just a few ideas I wanted to bounce around and see if anyone else could come up with a kit because I'm stumped right now, I'd like to hear what you guys think!

well ... i remember exacly one champion who's cooldowns aren't affected by cdr ... thats yasuo ... as he was intended to be a duo botlane champ and had no space for cdr items ...

about removing the cd of a spell while in ult ... Illaoi the w cd is reduced to 2 seconds while ult is active ...

Perhaps they can have ** okay cooldowns** to begin with but HIGH mana costs.. so items like

item 3165 item 3003item 3027 item 3174 item 3009 item 3089

Make it a high skill, high risk/high reward champion. Can't spam abilities or you're useless until you get the mana/regen.

All together...

+300 health +40% CDR +420 ap (567/ W Rabadons) (+3% Mana maxd mana) (+ % of CDR added as DAMAGE) IDk maybe it might reach 1k AP +650 Extra mana +25 MR +250% Base Mana Regen + (Unholy +2%Max mana/5 + ROA Passives)

And if the abilities are like 10 second cooldowns... It'd work... Especially if his abilities HIT LIKE A FREAKIN TRUCK Graves Alistar Jhin

Why would I want my CDR to factor in my damage ? Since CDR is capped it won't be very wise to spend money on that stat, which means the only time this will come into effect if an item that you wan't to buy anyway has CDR.
