Otto became a brilliant and respected nuclear physicist, atomic research consultant, inventor, and lecturer. He designed a set of highly advanced mechanical arms controlled via a brain–computer interface to assist him with his research into atomic physics. The tentacle arms were resistant to radiation and were capable of great strength and highly precise movement, attached to a harness that fit around his body. Later in his criminal career, he claimed the inspiration for the device came from The Vitruvian Man, the famous pencil sketch by Leonardo da Vinci, one of his idols.
Though his relationship with co-workers was typically hostile, a fellow researcher named Mary Alice Anders befriended him when Otto impressed her with a demonstration of his harness, and the two began a courtship. In due time, Otto proposed marriage to Mary Alice. However, Otto's mother did not approve, believing that no woman was good enough for her son. To please her, he ended his engagement. Later, when he discovered that his mother had begun dating a librarian, he rebuked her, causing her to have a fatal heart attack in the heat of their argument. With the death of his mother and Mary Alice Anders out of his life, Octavius' disposition towards nearly everyone became mean-spirited, and he had become more distracted from paying attention to detail and safety precautions in his work. His co-workers often called him "Dr. Octopus" behind his back, a pun on his actual name inspired by the four-armed apparatus; he was aware of this insult, but he barely cared.
During an accidental radiation leak that ended in an explosion, the apparatus became fused to Otto Octavius's body. It was later revealed that the radiation (or possibly his own latent mutation) had mutated his brain so that he could control the movement of the arms using his thoughts alone. The tentacles have since been surgically removed from his body, although Octavius retains the power to control them telepathically from a great distance. The accident also seemingly damaged his brain (although it was later suggested that what was interpreted as brain damage was in fact his mind rewiring itself to accommodate four extra limbs), and the scientist turned to a life of crime, first taking the hospital hostage and calling himself "Dr. Octopus" from the derogatory name that his co-workers had given him. Though Doctor Octopus himself is portly, in poor physical shape, and is near-sighted, with his harness attached he is physically more than a match for Spider-Man. The accident also made his eyes very sensitive to light, requiring him to wear glasses with shaded lenses.

When Dr. Octopus exits combat, over the next for 4.0 seconds while continuing to remain out of combat he will gradually gain up to an additional 15% / 20% / 25% / 30% movement speed by transitioning his 2 attacking tentacles to aid his movement. This benefit decays while remaining in combat for 4.0 seconds, fully lost at the 4.0 second mark.
When Dr. Octopus enters combat, over the next for 4.0 seconds while continuing to remain in combat he will gradually gain up to an additional 15% / 20% / 25% / 30% attack speed by transitioning his 2 movement tentacles to begin to attack his target. Using all his tentacles, Dr. Octopus leaps a medium distance. During the wind up of the leap, the tentacles retract and coil, slightly pulling enemies in towards him along the way in a small radius. During the landing, the tentacles expand and uncoil, slightly pushing enemies away from him along the way in a small radius. Enemies pushed or pulled this way are each dealt 50 / 85 / 130 / 165 / 225 (+60% AD) in physical damage.

Dr. Octopus sends out 2 of his tentacles in a line in one direction and the other 2 in the opposite direction for the same distance, knocking aside all enemy units it passes through and dealing 65 / 85 / 115 / 155 / 210 (+60% AD) in physical damage.
If both skillshots hit terrain, within the next 1.25 seconds Dr. Octopus can recast Octo Outreach again to create a wall with his body and tentacles lasting up 4.0 second. Casting the spell again, a new spell or ability, or when Dr. Octopus is hit with auto attacks or abilities 2 / 2 / 3 / 3 / 4 times will end the walls duration.
Dr. Octopus can move his body up and down the straight line of the created wall with movement commands with an additional 50% movement speed. He cannot auto attack while in this form.

Dr. Octopus’ model, and not the tentacles, must be hit by abilities to count towards breaking the wall. Moving up and down gives the opportunity to dodge some skill shots.

The wall will be considered terrain, and interact with other champions abilities like Talon’s Assassins Path and such.

Each time Dr. Octopus crowd controls an enemy champion, he gains stack of Octobots, up to 4 stacks.
When Dr. Octopus is effected by crowd control, all available Octobots to crawl in to protect him, granting him a shield for 30 / 50 / 75 damage per stack, removing all current stacks. After protecting him, Octobots won't be able to come to his aid for a brief period.

Enemy champions who remain in the more constricting inner radius (300 units) will continuously be Silenced. Enemy champions who remain in the lesser constricting outer radius (301 - 599 units) will be continuously Grounded. Enemy champions on the outer edge (600 – 900) are damaged only. Casting this ability renders Dr. Octopus unable to auto and cast his basic abilities until the duration is finished.
Dr. Octopus may change effected enemy champions by clicking on a affected enemy champion, and then clicking on a uneffected enemy champion within the ability cast range.
