Weighted Boots
New boots available allow champions to purchase Weighted Boots that only provide +25 MS, 25% longer slow duration, but immune to displacement skills (pulls, pushes, knock ups)

Those would actually be OP.

If they're weighted, it wouldn't make sense for them to go faster. To make it balanced for tanks and bruisers who would consider this, it might be wise to make it give -25 (or even -45? Somewhere between those two numbers) MS instead.
It would be strong on diving tanks with strong engage, but severely reduce their sticking power, making it a good teamfighting item but a (hopefully) terrible dueling/ganking item.
