I created a New Champion, Can it be used?

Name: Tank Evans The Bald Eagle Skin: “One Nation Under Evans”

Tank Evans doesn’t use mana or energy or fury. Instead he uses a new system made especially for him. “Mobility Points”

Passive: “Bird is The Word” Tank Evans passively generates 10 Mobility points per second with a total of 100 Mobility Points. For every 10 mobility points he has, he passively gains 5% bonus Movement Speed. 50% bonus movement Speed when he has 100 Mobility Points.

[Q] “Wing Slice” Tank Evans Swings his wing dealing 40x[Level] Magic Damage to his target and healing him by 15% of the damage dealt. [35 Mobility Points] [8/6/4/3/2 second cooldown]

[W] “Angry Peck” Tank Evans next basic attack deals 50% of his Movement Speed and 90% of his total Magic Damage as Mixed Damage. Cooldown Resets on Kill. [35 Mobility Points] [15/13/11/8/5 second cooldown]

[E] “Strong Gale” The user can cast “Strong Gale” 3 times before it goes on Cooldown. Each Wind Travels in a cone, knocking back and stunning all targets within 450 range for 0.5 seconds. [30 Mobility Points] [22/19/17/15/11 Second Cooldown]

[R] “Piercing Strike” Tank Evans Dashes to his Enemy dealing 80% of his Movement Speed as Magic Damage and applying a 80% Slow for 2 seconds. If Tank Evans has 100 Mobility Points, the range of any of his spells (including Summoner Spells) is global. Casting Piercing Strike when Tank Evans has 100 Mobility Points gives the user the Option to Cast Piercing Strike Again. [No Cost] [180/150/120 Second Cooldown]
