[Champion Concept] Liralie, the Black Cleric

Lore, I'm not so heavy on. I'm here for mechanics. But let's summarize it at the very least. Liralie is a Noxian healer, reformed after witnessing the atrocities committed in the name of Noxus during their war. She now travels the world offering wisdom and healing magic to those in need; particularly Ionians. Despite her past, she has a serenely positive outlook on things. Her color scheme is mostly white, but her staff and most of her particle effects are black and dark purple in coloration.

Stats

Liralie uses mana. Her pool is reasonably large. Her health, resistances, and attack power are low. Because... Well, she's a healer.

Passive: Reincarnation

Every 30 seconds, Liralie's next spell becomes empowered:

  • Panacea: Liralie gains a pseudo-Guardian Angel effect, reviving with health equal to twice her Panacea healing amount if she dies.

  • Clarity: Also applies a 40-120 (+80% AP) shield, based on level, to affected allies, lasting until destroyed. The shield can stack with other shields, but not with itself; shielding already affected allies will simply refresh the shield's strength to full.

  • Dispel: Also affects enemies within 450 units of the target.

  • Revive: Ally revives with full health and mana.

Q: Panacea

(Cost: 60 Mana) (Cooldown: 18/16/14/12/10) Liralie heals herself and all allies within 450 units for 60/95/130/215/290 (+20% AP) health after a 1.2 second casting animation.

W: Clarity

(Cost: 25/40/75/100/130 Mana) (Cooldown: 30) Clears debuffs from Liralie and 0/1/2/3/4 allies within 225 units of the most recently applied debuff. Damage over time effects such as Teemo's poison and Darius's bleed count as debuffs for Clarity.

E: Dispel

(Cost: 80/95/100/105/110 Mana) (Cooldown: 22/21/20/19/18) Deals 50/85/100/130/165 (+35% AP) damage to the target and strips the most recently applied buff from them. Dispel blocks that buff from being applied to them again for 4/6/8/10/12 seconds. Jungle buffs, including dragon and baron, as well as passive buffs that are "always on", are ignored. Passive buffs that are active for a limited period, or can otherwise be "lost" for a time, apply.

R: Revive

(Cost: All Mana; must have at least 100 remaining) (Cooldown: 300/250/200) Liralie revives the targeted champion with half their health and mana after 2.5 seconds, in a location of her choosing within 800 units. If no location is chosen in the 2.5 second period, they revive where they died. Can't be cast on Liralie herself, obviously, as she'd already be dead.

Okay first of all, giving her a freaking GA every 30 seconds is beyond broken oh and another sort of revive ... I can see on the design what the champion is meant to do, but she is way too strong... Like compare her heal to any other healing characters and you can see her 290 base heal is twice as strong as Yuumis and 50% stronger than Sorakas and is an AOE spell. The 1.2 second casting time is not a big enough downside to this huuge upside...

Second of all, when designing champions it is important to make sure each point of the ability gives the same values. For an example your q again 60/95130/215/290 should rather be 70/125/180/235/290 because then you will always get the same value for each point taken in the spell after the first :-)
