Consumable:

600g Active: Reduce cooldown of all your spells (not summoner spells) by 10 seconds. If used while dead, decreases death timer by 10 seconds. Cooldown: 30 seconds (can only carry max 2. Stacks in one item slot)

The idea was to make items more interactive but also have penalties for spamming abilities. This is obvious potentially OP as sht but by making it consumable you now have to decide how to make the 1k gold worth it. The cooldown on the item is to make it so late game you dont have some fed guy constantly resetting cooldowns of all his/her spells.

Simple math:

You would've need to secure 3 kills with one charge and only with it. Either you've get the kills without it or you would simply steal it. Additionally you have to look into the future for a long time. And this is impossible to do in LoL. Not to mention that the item 1026 for AP Carries could probably also secure the kills.

Thus I would assume that nobody would buy it.

Not to mention that it would be hard to use and be a total noobtrap.
