Mecha Sion looks too clean
Mecha Zero Sion looks fresh off the assembly line, but he's supposed to be the first model they ever made.
What gives?

He was never used, due to being unstable. They built him and then sealed him away after initial tests failed.
It says "Reactivated" which implies after testing and recalibrating any test models, they launched a fully completed model, which would be clean.
Someone had a theory that Viktor also hacked his mainframe and added twists on his functions. This is evidenced by one of his start-of-the-game lines:
"Function over form. Destruction above all else."
Viktor also says function over form. This could also explain why he's glitching and showing signs of error.
