New Akali passive, Ninja Superiority

I had an idea for a new passive in another thread, I wanted to get people's opinion on it. I am definitely no expert on Akali, I would appreciate constructive feedback. If it's a bad idea it's ok to say so (nicely please).

-+- New Passive: Ninja Superiority (new name ideas appreciated as well)

Any champion dealt damage by one of Akali's abilities gets a stack of Ninja Superiority (Q's mark damage wouldn't count). At 3 stacks whatever ability deals the damage has its cooldown reset and consumes all stacks. Stacks do not last forever. Does not apply to her ultimate. -+-

This would be really strong in her laning phase, it may break her balance without significant number changes. It would mean that Akali would have to stay in combat range to make any use of it, giving her opponent a chance to injure her while she hovers waiting for cooldowns. At 3 stacks it would allow her to all-in much harder. There is counterplay as the opponent could watch their stacks and not engage when at 2-3 stacks and Akali would have to stay in poke range. I am thinking her ult range might have to come down a little to make this harder to abuse.

For clarity, she could not use the passive without poking first. If she Q->R->E'd you you would be at 3 stacks, and she would have to wait for a cooldown to use the passive.

Another Summoner mentioned that this would remove her spellvamp; I think it would be appropriate to keep the vamp, perhaps as a passive on another ability, like Twilight Shroud.

I see her being weaker in laning phase not stronger. Akali cannot really do much pre 6 other then farm anyways.
