why can't we have a skin tier where the character's theme actually changes? example:

cowboy yasuo- bowie knife always out, this is what he auto attacks with q- quickly draws a shotgun and shoots it w- meh e- meh r- meh q(3)- takes a lever action off his back and shoots it

but riot is so lazy/hesitant when it comes to slightly changing animations. why?

XD You talk about Riot being lazy and you literally filled in 60% of his new kit update in your idea with 'meh's.

Also, you're missing a very, very good chance to use Pecos Bill here. I mean, he rode a tornado. There is no cowboy in any history anywhere more thematically linked to Yasuo. Golden opportunity.

We do have a skin tier where we change the champion's theme, but that's reserved for legendary or ultimate skins.

Legendary and ultimate skins have a lot of extras that lower tier skins don't have, such as new animations, new sound effects, new particles, and a completely new VO script.

Because it has to fit in with their kit?

Take your Yasuo example. IF he were to draw out a shotgun why would the skill be named steel tempest? Why would a shotgun shoot out his tornado to knockup? IF his W was in the terms of that how would it work? A shotgun/pistol/small knife etc. making the windwall would be stupid E what's he gonna do? Pull out a horse everytime he E's to something? R This is basically impossible to do without giving him something swordlike

Get my point? It's like trying to give Darius claws and expecting him to dunk somebody it's not gonna happen
