Whenever the live balance team pulls their thumbs out of their collective asses.
It's recommended for Lux to get Mejai's because lux can safely stack mejai's. She's not meant to be in the front in a team fight, and her ult lets her snipe down escaping enemies [plus it's on a fairly short cooldown]. She's not in a bad spot, however people have a tendency to not want to rush magic resist when she's doing well, allowing her to snowball even further. She's not gamebreaking, people just don't play smart against her.
