I don't know if it's a bug but I've often noticed champs with lower movement speed than mine straight up outrunning my champion without the use of any skills, masteries, ms runes or abilites, it's nothing short of infuriating.

All you fuckers do is complain, fucking stop. Literally every post is "oh riot, nerf this" or "fuck you rito broke fix ur fucking game" it's stupid, stop it.

Yeah try fighting her with a Lissandra; spell immune spell immune spell immune. That character is completely broken.

everytime she hits a weak spot she gains movement speed, if her ult is active the movement speed is increased and some fiora likes to run Stormraider's Surge, which is a good mastery for the 1vs1 since she can get in and out of trades getting less damage possible

That movement speed bonus is quite ridiculous. I've experienced her running away at ridiculous speeds the moment she gets an opportunity to flee from a fight. Looks like in OP's example, Fiora used her Q to get a proc of her passive while running away.

Basic attacks and Riposte against a Vital deal 3% (+ 2.8% - 4.5% (based on level)% per 100 Bonus AD) of target's maximum health bonus true damage, heal Fiora for 25 - 110 (based on level) and grant her 20 / 30 / 40 / 50% bonus movement speed that decays over 1.75 seconds.

DAAYUM, with a phage she could easily get over 500 MS! Does she really need that much to stick to a target? Or is this designed to let her run away like a coward?

Well Fiora has gap closer dash in her Lunge. And swiftness only give 20 more move speed than Greaves. Also if she had Cleaver/Phage that would give her 12% more move speed.
