#General Concept
Penny is a unique Enchanter Support Champion who provides bonus gold to her teammates and can steal stats from the enemy to give to her team as well. Penny differs from all other Support Champions in that she doesn't provide any damage-absorbing shields or direct heal effects, which makes her situational compared to traditional supports. Her utilities definitely have their advantages, though, and her ultimate can turn the tide even against an enemy who is far in the lead.

P - Duper's Boon
Whenever Penny hits an enemy Champion with an attack or ability, she places a Duper's Mark on them for 3 seconds. Any damage dealt by allied Champions will consume the Duper's Mark, giving them and Penny bonus gold. This effect cannot occur on the same target more than once every few seconds.
Q - Noxian Lifetapper
Penny fires a skillshot in target direction that deals damage to the first enemy Champion it hits, dealing magic damage and marking the target for a short time. Whenever Penny or an allied Champion attack a marked target, they are healed for a small amount of HP (this amount scales with Penny's level, not the skill rank). Subsequent heals have diminishing returns, but the healing scales weakly with AP.
W - Demacian Spellblocker
Penny gives herself and one nearby allied Champion bonus movement speed, and gives her target a Spell Shield for a brief time. The Spell Shield blocks the first hostile effect that hits it (ala Sivir or Nocturne). If the Spell Shield successfully blocks an enemy ability, the target receives a greater boost in movement speed. Movement speed bonuses scale with AP.
E - Hextech Dash Pad
Penny places a Dash Pad at a target location that activates after 1 second and lasts 10 seconds. Allied or enemy Champions who walk over a Dash Pad will be dashed forward a fixed distance in the direction they are facing. Allied Champions receive bonus movement speed for 1 second after their dash. Movement speed bonus scales with AP. Does not work if the user has crowd control immunity. Lengthy cooldown.
R - Swindler's Trick
Penny dashes to target enemy Champion and steals a large percentage of the target's AD and AP. After 2 seconds, she can then recast the ability to send the stolen stats to a nearby target allied Champion (short casting range), increasing their stats. Penny only has a limited window to transfer the stats once they are prepared, or they will be lost. All stat modifiers decay over their respective durations. Swindler's Trick deals no damage of its own. Amounts stolen scale weakly with AP.

#Designing Penny
League presently does not have any Champion whose background centers around selling goods. Lyte and Greyor don't count on this list, as they're not Champions. I also wanted a Support Champion who can provide the benefit of increased income to a teammate, something that is sure to be incredibly useful; even if the values are low, they add up over time in skilled hands. Said income boon, however, has to involve some risk, which is why Duper's Boon is designed to work like Leona's Sunlight.
Penny's abilities are named after various items she has come across in her work as a merchant. She sells various exotic items, but some of the things that have come into possession are so useful that she opts to keep them for her personal use. This is why three of her abilities come from different nations; it fits her as a travelling trader.
Hextech Dash Pad is probably one of the most interesting parts of her kit. It draws a lot of inspiration from the Force Staff of DotA2, which propels a target forward a fixed distance. Hextech Dash Pad uses the same mechanic, but revolves around a deployable object that allies and enemies can use. Allies who don't have a dash mechanic can use it to engage upon enemies, you can deploy it for escapes, you can use it to zone enemies, or to help allies get over walls. The possibilities with it are virtually endless, but while it might seem broken, it has a high potential to backfire if your enemies take advantage of it.
Last was her ultimate, which is something I've actually been trying to get into the game for a while. Swindler's Trick can be absolutely game-changing in the right hands, but carries enormous risks with it so your opponents can counter it. If used correctly, you can neuter even the most out-of-control Jax and give the enemy's offensive power to a teammate of your choice, letting you turn the tables on the enemy. Its short range, however, requires that Penny use her other abilities to facilitate her approach and escape.
