It's an item a little bit of damage and some stickiness to Tanks and Battle Mages who deal primarily magic damage.

Its stats are its major (and only) selling point, especially the Health in comparison to Abyssal Scepter and the Ability Power in comparison to Spirit Visage, and the Cooldown Reduction in comparison to both. However, it offers less damage than Abyssal Scepter and less durability than Spirit Visage.
