So I just had a thought about this, maybe make it that Zoe cannot copy effects from it if she has the item or summ. ex:
vs 
both have ignite + flash and zhonya's
as a result, Zoe cannot copy any of veigar's summs or zhonya's since she already has those things herself.

they clearly show no intent of changing it any time soon so I doubt we can count on the ability being changed.
