Since Riot is bringing back old items why not bring back an old AP Jungle Item slightly reworked into becoming a lane item?
Spectral Wraith Cloak
70 AP 10% CDR 15% Spellvamp
Unique Passive - every 80 CS gain 50 Gold and restore 2% of your missing mana
Drop the CDR, reduce the Spellvamp to 10% and make it a unique passive and I think it would be pretty good, could be bought by some battlemages in tandem with visage to increase their damage output while safeguarding their survability. Maybe the unique passive could be changed a bit too, but something similar, preferably just number changes.
