Here's an idea: Sandstorm Janna.

Dress her in arabian clothing, probably a "belly dancer" type outfit, a staff similar to Pharaoh Nasus's, and give her sand-colored particles, with her bird becoming an African Sacred Ibis ( http://en.wikipedia.org/wiki/African_sacred_ibis ).

Please Riot, make this a reality.
