Brainstorming a new Mount Rakkor Champion: A Harpy Matriarch

Mount Rakkor has only Pantheon, Leona and Diana from its roster, which is very limited. I feel like there needs to be more coming out of that high peak than just the Solari/Lunari conflict (even though Leona's my favorite tank). For instance, why the hell does Pantheon train so hard? What's up there to fight? Does he have someone he'd consider an archenemy?

This came to mind: What about Harpies? Something like... this! http://www.deviantart.com/art/Aello-209232031

Basically, evil bird-women who originally were the rulers of Mount Rakkor, but got annexed by the original Solari/Lunari. Obviously, they'd be pretty pissed off about that, and regularly raid the Rakkorians for generations. One particular Harpy, say their Matriarch, would be the Champion in question.

What would a Harpy do? I'd go with the curser/debuffer/aggressive support style, one that is meant to make opportunistic attacks that f#ck up your enemy's ability to fight back, or open opportunities for your allies. Blinds, maybe damage amplification, etc. All those would be fair game.

I don't have a complete kit prepared, but I'm going to be thinking on it. And I'd like your help, if it's not too much trouble.

Current skills (expect this to change; these are only rough prototypes)

Blinding Raid

Your next basic attack makes you dash to target enemy, deal bonus damage, and blind the target for a short time. Upon finishing the attack, you dash back to your starting position. NOTE: Both dashes can be interrupted via roots, stuns, etc. (like Yasuo's E).

Archaic Curse

Deal modest magic damage to target enemy and mark it for a few seconds. Basic attacks from you or allied Champions onto a marked target deal bonus magic damage. The bonus damage proc is X% weaker than the last for each consecutive hit.
EX. 100 -> 80 -> 64 -> 51.6 -> etc. (if damage were to decay at 20% rate)

Debilitate (ultimate)

Place a powerful curse on target enemy Champion, reducing its AD, AP, AR, and MR by X%, inflicting Grievous Wounds, and slowing it by Y% for Z seconds. Kills and assists reduce the current cooldown by 70-80%.

Implosion (alternative ultimate)

Deal magic damage to target enemy Champion, stun it for 1.25/1.5/1.75 seconds, and knock away all nearby enemies, dealing minor magic damage to them as well. Short range, direct-target.

You are full of good support champion concepts.

Well, the passive would be really confusing and depending on distance would make the player lose time while the animation finishes.

I have a skill prepared, but dont know if its to drastic or OP.

E: Oblivious Wind Deals low damage in a cone, while knocking enemies back and slowing them for a 1sec.In addition every missile projectile(abilities) is knocked back, returning in a straight line. The deflected projectile deals 50% less damage, the CC reduction is halfed. It doesnt block Ultimates.

NOTE :If you fire Luxs Q (which has a 1175 range) and it has alredy traveled 600range,it will travel 100% of the base range(1175 in this cae) from the point it has been deflected.

I think this idea has great potential. Could this be an opportunity to try a concept for a support-assassin? Someone who basically empowers allies to wreck enemies, by creating picks and reducing defenses, but by herself can't dish out the damage.

Maybe she provides a form of sustain to her allies by "life-tapping" the enemy, a la Shen Vorpal Blade.

A quick brainstorming of basic spells. Edit: Thought of something for an ult.

Harpy Matriarch

Raider's Swoop (Passive): When performing an auto-attack, swoop toward your enemy and return to your original location. Range: 450, attack counts as melee, no projectile.

Feather Duster: Area spell. On cast: apply 3 stacks of Exposed to enemies in the area. For three seconds, each enemy in the area gains a stack of Exposed. Each stack of Exposed increases incoming damage by (some)%.

Matriarch's Command: Mark target enemy for a few seconds. When the marked target is damaged by allies, deals extra damage. Refreshes on kill or assist.

Wind Blast: Cone spell. Enemies struck are blinded (and slowed?).

Harrowing Flight: Line dash spell. Upon colliding with an enemy champion, become untargetable for a few seconds and deal damage equal to a percent of the target's current health each second. During this time, the target is blinded and silenced.

Honeslty a AWESOME IDEA, but i think she would be a good top champion.

i read trough the dev-blog about creating vi again and i think we should Focus on the champs archetype first. A Harpy is expected to be fast and deadly and at the same time cunning and clever. By now, she deals crippling blows (cunning indeed) but she only flys when using "blinding raid". I'd suggest a skill simmilar to elise's e to give her the possibility attack from"above".

I think an ability where she picks up a unit and throws them in a direction of her choosing would be fun as hell. Think of the universal utility it would provide being able to throw an enemy away from say your ADC or mid and hurling them back at their team doing damage to anyone in the radius of the landing would make sure that this champ could not be ignored or being able to fling an ally into an escaping enemy securing a kill would be fun to watch. I think that the throw should not do a lot of damage and maybe slow if the person is an enemy for like a second or two and if it is an ally she throws they should get a slight speed boost upon landing that diminishes over time. however i think the cool-down for an ability like this should be rather high as it can change a fight quiet powerfully so say like 20 second cool-down on first level and (like a 20% slow or just removes a scale-able amount of mobility points from the enemy champ)or for an ally you would have an increase of mobility equal to what would have been lost to an enemy. No post is complete without Draven

I feel like it's too soon since our last bird-woman hybrid champ. Quinn
