Hi there! True to my word I have returned to give feedback on this concept as well.

First of all this character a super creative design, props for making a really cohesive theme throughout! I think you found some awesome ways to incorporate her theme into her actual gameplay, which is really awesome :)

Onwards to specific feedback:

The treats are really cool, I like the idea of making them consumable by allies or enemies, and having 4 different types of treats each with their own effects.

That said the treats are definitely a bit powerful, so I'd like to make some suggestions:

  1. Having negative effects for enemies is a bit much, considering that she can summon the treats with her other abilities as well. Also, her theme is to make tasty treats that everyone should want, so in my humble opinion the treats should offer positive effects both to allies and to enemies. This might encourage people to fight over her treats, which is exactly what one would expect people to do over treats made by Runeterra's best chef. They don't have to give enemies as strong of benefits, or even the same benefits, but opponents should have a reason to want them.

  2. Also just speaking numbers-wise these are a bit high. 30% of your max HP from Chicken treats could be way too good for squishies if she manages to build a lot of health items like Rod of Ages or Rylai's Crystal Scepter. Similar concern for the other effects as well, %bonus AD/AP is quite a strong boost to give someone, so you might want to consider changing it to something flat or perhaps letting it scale with her own AP/AD instead of her ally's.

  3. I already suggested removing the negative effects, but if you want to keep them then I recommend you tone some of them down. Movement speed and attack speed should not be taken away at the same time, because normally people have a choice to run or fight, making them worse at both at the same time will make them feel helpless which could be very frustrating for them. Double mana costs and blinds can be really harsh as well, so you might want to reign that in a little bit.

  4. In order to prevent some really crazy combos it might be important to limit these so that someone can only benefit from one treat at a time, and depending on how you want it to work, a new treat could replace the last effect or they could instead be "full" and not be able to eat the new treat until a cooldown expires.

Q - Straight From The Oven! Mira's signature dish, Roasted Chicken with some veggies~!

  • Mira throws a Roasted Chicken at target location dealing AOE magic damage and applying a Burn effect scaling with 30% of your AP for 5 seconds to all enemies hit, after 1.5 seconds the roasted Chicken turns into a Chicken Treat

No comments here, the Q is really cool. 10/10 I like this one a lot :)

W - Heavy Meal/Chug! Everyone loves a juicy Steak dinner right? And pair it up with some Sake, 100% traditional Ionian recipe, home made too!

  • Heavy Meal : Mira throws out 3 Steaks that lock onto the closest targets, prioritizes enemy champions, and deals magic damage scaling off 60% of your AP and applies a slow for 2 seconds, enemies hit by multiple steaks take 25% reduced damage on each additional steak but the slow duration increases by 1.5 seconds per steak, each steak drops a Beef Treat after dealing damage, you can recast this ability to use Chug!

This is also really solid, I like W quite a lot and I think it's cool how it's second cast scales off of how well you made use of the first cast.

E - Sugar Rush Of course every Chef needs to know a few sweet recipes, like home made Chocolate!

  • Mira covers a straight line in molten Chocolate, Enemies standing in the Line are slowed, allies standing in the line heal over time (60% AP), and marks all people who got touched by this ability with Chocolate Coating, after the line disappears it is replaced with 4 Chocolate Treats, marked allies gain a shield (65% AP) and marked enemies get stunned

This is cool too, kind of like Kog'Maws Void Ooze but way more interesting! I'm not sure how long the stun should be but I'm going to venture a suggestion and say it should probably be relatively short, like half a second or less, the ability already does a lot of other cool stuff so it kind of doesn't have the power budget left for much there.

R - Cornucopia Mira loves festive feasts, and often balances the salty and savory with sweet, whether through desserts or natural fruit

  • Mira becomes immune to all damage, ignores unit collision and all her abilities are disabled for 3 seconds, in those three seconds Mira spawns 3 special treats around her at a more frequent rate

  • Strawberry Treat - permanently increase max health by 50 HP

  • Grape Treat - permanently increase Magic Resist by 10

  • Banana treat - permanently increase Armor by 10

  • enemies that eat these treats gain a poison Debuff for 3 seconds

I like where you were going with this, but it's too powerful. Permanent stats run a very prominent risk of being under-appreciated just like old Sona and Taric with their Aura effects were. I don't know if you are familiar with their original designs but they had abilities that granted cool auras to allies, and while the effects themselves were powerful, they were not noticeable enough and so they were very underappreciated and Riot doesn't do Auras anymore for that reason.

I mean this in the nicest way possible, I think you should give the ult another go, as in replace it with something else, possibly similar if you really liked the design. I just don't think this ult quite hits the mark in terms of ultimate abilities in league.
