Sylva, the Plague Mistress

Appearance: Sylva stands about 5'5" and has a slight build. She carries a crossbow that she uses to make her auto attacks. She wears a long hooded cloak that mostly obscures her face and hair, though a few wisps of midnight black hair can be seen, with long pants, ranger's boots and ranger's gloves. She carries a few items attached to her belt, including a couple vials of green goo, a vial of purple goo, and some device that looks like a combination between a radio and a targeting laser. A visor can barely be seen under her hood.

Lore:

In Zaun, all sorts of what anyone else would consider mad science are commonplace. Doctors, alchemists and engineers work feverishly on horrific creations designed to poison, kill and maim enemies of Noxus.

Born the daughter of one such alchemist, Sylva watched from a balcony as her father crafted deadly poisons and plagues for the Noxian war machine. As he worked, she learned. As she grew, she learned about all sorts of toxic chemicals, diseases that rot the flesh from the bone, corrupting poisons that consume from the inside out. Sylva had an immense capacity for learning, and she knew nearly as much as elite Zaunite alchemists by the age of fourteen. She even got to watch the craft of great Zaunites such as Warwick and Singed.

But one day, her father dropped and broke a vial of one such blight, one he called the Scourging Plague. He breathed in the Plague and dropped to the ground in a coughing fit. Teenage Sylva ran down, exposing herself to the plague, to take her father to the hospital. The high doses at which the father was exposed rapidly took their toll, turning her father into a mindless flesh-eating killer that had to be put down for everyone else's safety. Sylva, however, was exposed to much lower doses, and was able to be treated and cured. As a side-effect of being cured from the plague, as with any other disease, her body became immune to it.

Wishing to continue what her father had started, Sylva took up her father's craft. It took her years, but she eventually refined the plague. Her plague kept all the properties of her father's, but was less volatile, easier to transport, and less corrosive to machinery. While his proved unwieldy and dangerous to its user, Sylva's plague could be loaded into plague barrels and launched over great distances. She called her new plague Daughter's Blight and wanted to wield it in the Kalamanda Conflict, but Noxus refused to provide her with any troops to serve as a machine crew and personal guard for fear of what would happen to their own soldiers should her machine malfunction. Instead, Noxus opened its deep pockets and provided Sylva money with which to hire her own mercenaries.

Sylva's mercenaries consisted of some of the roughest pirates and soldiers-for-hire Bilgewater had. She built a catapult and mass produced her blight, and with her hired crew she went to Ionia to unleash her deadly concoction. As she steamed towards the front lines, Demacian scouts reported back to Garen of her presence, and Garen ordered sappers to sabotage her plague catapult. Sylva's crew loaded the sabotaged catapult with its first plague barrel, aimed, released the rope...and watched the plague barrel slam into the ground right in front of them and break the catapult's arm.

Though Sylva herself was immune to her own plague, her Bilgewater crew were not. She had to watch as her own mercenaries turned into monsters, and was forced to kill them with her crossbow when they did. Though she survived, she had a broken catapult and no crew and was thus forced to return to Zaun in defeat.

She built a new catapult, but by the time it was completed the Institute of War had intervened in the Kalamanda conflict. The Institute of War and its League of Legends became the battlefield of this world, and so Sylva entered as a champion to fight on the Fields of Justice.

Innate – Daughter's Blight: Any time Sylva deals ability damage, it applies Daughter's Blight, which deals 3/6/9/12/15 (+2% Ability Power) magic damage per second for 6 seconds and stacks up to 4 times. Damage caused by Daughter's Blight does not apply further stacks or refresh stacks.

Q – Disease Vial: Sylva throws a vial of plague onto the ground, releasing a deadly virus. Enemies that stand in it take 16/28/40/52/64 (+30% Ability Power) damage per half second spent in the affected area. Any enemy with four stacks of Daughter's Blight that stands in the affected area also suffers from Grievous Wounds (lasts 0.5 seconds after leaving the blighted area). The area lasts for 3 seconds.

W – Unholy Shots:

Passive: Every 5/4/3/2/1 auto attacks Sylva makes applies Daughter's Blight and deals an additional 25%/22.5%/20%/17.5%/15% of her Ability Power as magic damage.

Active: Sylva's next auto attack consumes all stacks of Daughter's Blight on the target, instantly dealing 105%/110%/115%/120%/125% of the remaining Daughter's Blight damage on the target (+0.8 per Ability Power) as magic damage.

Mana Cost: 50 mana Cooldown: 17/16/15/14/13 seconds

E – Deep Corruption: Sylva throws a sticky poisonous substance onto an enemy champion. The corrupted enemy is slowed by 25% for every stack of Daughter's Blight for 3 seconds and takes an additional 20%/40%/60%/80%/100% damage from Daughter's Blight and an additional 5%/10%/15%/20%/25% from Disease Vial for the duration.

R – Zaunite Catapult: Sylva locks coordinates into her visor for her catapults to fire on. The catapults fire a volley of plague barrels at the target location every 2 seconds for 8 seconds. All enemy targets hit take 70/120/170 (+0.4 per Ability Power) magic damage (+10% for every stack of Daughter's Blight) per volley.

Rulings:

There is no limit as to how many targets can be affected by Daughter's Blight at one time, and thus Sylva can gain Ability Power by spreading it to a lot of targets.

The Ability Power scaling on the enhanced auto attack does decrease, however, overall damage still increases, and it does so exponentially as the levels go higher:

25% every 5 attacks = 5% per attack 22.5% every 4 attacks = 5.625% per attack 20% every 3 attacks = 6.667% per attack 17.5% every 2 attacks = 8.75% per attack 15% every 1 attack = 15% per attack.

The scale up on the active is intended to make up for the reduced burst that comes with the downscaling of the AP on trigger.

Daughter's Blight ticks every second, regardless of when Sylva re-applies it. This mechanic works similarly to Teemo's Toxic Shot.

Deep Corruption, if used at 4 stacks, grants a 100% slow. A 100% slow reduces a champion's movement speed to zero, but is not considered a snare. Because of this:

All dashes, jumps, and blinks can still be used while affected by a 4-stack Deep Corruption, including summoner 4 . MasterYi can use Highlander to become immune to Deep Corruption. item 3009 reduces the effect of the slow.

Deep Corruption is a poison, but Daughter's Blight and Disease Vial are diseases. Poisons trigger Cassiopeia's Twin Fang resets, but diseases do not.
