This time period encompasses October through January. Would love to see some ideas for other holidays we haven't necessarily celebrated in skin form yet!

Reindeer Hecarim: Hecarim has antlers, and he holds the North Pole. His jingle bells make noise when he takes flight
Riven Claus: Riven wears a Mrs. Claus dress and apron, and she wears half-moon glasses
SnowZac; Zac is completely white, except for his coal facial features and a carrot nose
Angelic Sona: Sona wears a long white dress and a halo, and she plays Christmas songs.
Christmas Eve: Evelynn has white skin and wears a suggestive Santa outfit, and she creates icy Stalagmites where she goes.
Halloween Skins
Little Devil Teemo: Teemo wears a devil costume, and he shoots candy out of his trident. He leaves behind candy corn/licorice traps
Shrieko: Shaco wears al black, and his face appears to be screaming
Skeleton Sion: Sion is a big skeleton, he wears a viking helmet, boots, and holds a big axe
Kitty Cat Rengar: Rengar is a small kitten that meows instead of roaring, and he throws balls of yarn for bolas.
Garen Voormacia: Garen wears a hockey mask, and wields a big machete. He whispers "Demacia" a lot
Titan Gnar: Gnar wears a khaki shirt and transforms into a big, muscular Mega Gnar without skin, revealing its muscles.
Black Friday Skins
Black Friday Singed: Singed throws customers behind his back to get the item he wants
Credit Card Twisted Fate: TF throws a variety of credit cards during his November shopping spree
Shop Clerk Braum: Braum wears a store outfit, and holds part of an aisle. He tries to break up fighting customers.
New Years Skins
Fireworks Lucian: Lucian shoots fireworks with his guns, and his ultimate is the grand finale
Baby Gragas: Gragas wears a diaper and drinks from a golden barrel
Grandfather Zilean: Zilean is dressed in white, and he is riding a giant Hourglass
Thanksgiving Skins
Turkeynivia: Anivia is a giant, flying roasted turkey that shoots food: mashed potatoes, stuffing, cranberry sauce, and when she dies, she lays an egg on a silver platter
Pilgrim Corki: Corki rides in a floating boat, and he wears pilgrim attire and a pilgrim hat
Native Ashe: Ashe is dressed like a Native American, and she shoots with wooden arrows and a wooden bow
Autumn Fiddlesticks: Fiddlesticks is a farm scarecrow that wears farmer attire and is smiling. He holds a corn stalk.
Sausageuani: Sejuani is a pink pig riding on a bigger pink pig. She wields a sausage link whip with a ham on the end

Passive: She turns into a decorated christmas tree. The projectile is the star atop the tree that she hurls at someone Q: Holly plants sprout -- they are prickly and do damage to people in the area! W: Pine cones that turn into blue spruce. They shake their sharp-ass blue spruce needles at people. NEVER BUY BLUE SPRUCE CHRISTMAS THEY HAVE FREAKING SHARP NEEDLES. Don't say I didn't warn you. E: People get trapped in holiday wreaths complete with bows and bells. Jingle-jangle, suckas! R: A Freaking Huge Christmas Tree erupts from the ground, knocking everyone up. FREAKING. HUGE.
This is obviously the best possible holiday champion that has not been done. DO EEEEET.

He travels to the depths of the underworld to seek knowledge on how to free Senna from the lantern, and rises with a cold, ghastly vengeance.
Could be an interesting story about his passion for Senna drove him to drastic measures, perhaps even making a pact with those he despises just so he could destroy Thresh and free her tortured soul.
"And why would I help you?" The ghoul spat with clear contempt for the Purifier. He had barely made eye contact before several, brilliant holes pierced its spectral visage, floating in pieces to the ebon soil.
"You just did." The cliff he approached scaled over a swirling pit of souls, howling in their torment. It was the work of vile sorcery and ancient nercromancy that held them place, and he could not help but grimace at their pain.
He had crossed the border of life and death, being here in of itself was a sin, yet he found himself reluctant to sacrifice his body and soul. Is it worth everything to see her face once more? As he gazed into the emerald pit he found himself ever more repulsed by the magic within, and with horror he called upon its strength.
As if on their own free will the souls rushed to their new host, ravaging his cloth and tainting his very essence. The process was excruciating, his mind nearly slipping from its seams beneath the waves of pain.
What seemed centuries later his eyes came to focus on his phantom form, his twin relics corrupted with a sickly green energy. Each step brought on its own misery, and as he approached the gates to the overworld only one word escaped his lips,
"Senna..."
Reindeer Hecarim, his e launches snow behind him and his weapon is a candy cane. Hecarim is now ready to pull the slay of Santa Gragas

I don't know if this has been previously suggested, but a Definitely Naut Blitzcrank skin? I didn't do the art, but I've seen it floating around. I think it would be a funny halloween skin. Another could be Annie with Tibbers dressed up as Naut, but that might be too on the nose as far as the reference goes.
Cinco de Mayo Azir? Where his soldiers are stylized Mexican skeletons with designs similar to the skulls that the holiday is famous for.
Maybe not enough stuff for it, but you could also do Easter Anivia or Easter Syndra. Annivia would literally turn into an Easter Egg. By the same token you could do Shacco. Although an April Fools Shacco might be better, although I'm not sure how you'd really convey the spirit of April Fools visually. Maybe confetti and such, something similar to Surprise Party Fiddles. (speaking of that fiddly gent, why was his ult for that skin never animated so that he pops out of a cake upon initially arriving? Rito plis)

Are we limited to current holidays? Cause you could celebrate ancient beliefs in constellations with champions that are already nods to them (i.e. 
Skarner > Scorpio, 
Cassiopeia > Cassiopeia, Hecarim > Chiron,) The skin could be stylized celestial bodies. You could also do 
Shyvanna where she only becomes a constellation when she ults. (Draco)
Why hasn't Garen had a Halloween skin where he's dressed up as Hercules? (since I brought up them greeks) 
You could do Achiles J4 to go with it.
Infant Mordekaiser. His mace could be a rattle, he would wear a diaper, and his ult instead of being his helmet could be a pacifier (Halloween). Or on the other hand you could do Mariachi Mordekaiser. Give him a sombrero, a pancho, a Maraca etc. Perhaps it's too stereotypical, but you could probably figure something out for Mexican Independence Day. (Not a holiday suggestion but why isn't Morde's helmet animation, the one floating over people's heads when he ults someone, changed to a rocker hand sign like the one he was making in his old art for the pentakill skin, when using the pentakill skin?)
This isn't a holiday suggestion but I can't help it. Arcade Yorick. His weapon could be the guitar controller from the guitar hero games. His ghouls can be references to the pac man ghosts. (Yes, I know he only has 3 ghouls and there's 4 ghosts) He can be wearing one of those old school virtual reality helmets from the 90's. His dance can be another DDR reference. It also works with the team comp. (Hec jungle, Sona MF bot, Veig mid. Yorick top) His ult can be made up of lines of code.
Pumpkin Carving Irelia?
Okay, I've been wanting to suggest this skin since season 2 but never had the arachnads to do it. Spider-Man Amumu.
His q he slings webbing, his tears are actually spiders running around, his tantrum is just him lashing out, maybe throwing some objects around with webbing, idk what you'd really do with that, but his ult would be him shooting webbing out everywhere and catching everyone. If there's one suggestion of mine that the almighty Rito see's, let it be this one, plis.

I think a Hanukkah Jax who wields a Menorah would be hilarious.
Snow Day Urgot, where he's shooting snow, has a snow shield, and has all snowy particles and stuff.
Snow Day Yorick, where he trades his grave-digging family shovel for a snow shovel, and summons ice ghouls or ice elementals, I dunno. Something snowy!
Snow Plough Rumble, where his trusty mech becomes a snow ploughing machine! He can shoot shoot from his flamethrower instead of fire!
Winter Sun Leona, where she calls upon snow and sun combined to fight people!
I think that Mrs Claus would be a great idea. He would have a cookie apron on as well :)
Well, as far as overall fun or costume skins:
Baker Pantheon Baker Pantheon should be a no brainer at this point
Chef hat
Possibly with very little clothing (bonus if only wearing an apron with "Kiss the cook" or "Master Baker" written inside a heart)
Uses big wooden spatulas as lances
When he throws his spatula, has a small chance to pick up a giant baguete in place of another spatula
The shield is a pot lid, or a wooden cutting board
When he uses Aegis of Protection, instead of a bunch of small shields swirling around him, there are a bunch of tiny rolling pins spinning
Instead of the usual dirt, dust and rocks that flie out when Pantheon jumps on people or ults, a bunch of dough and/or pieces of bread could fly out
Recall: A table and oven appear and Pantheon whistles as he shapes dough with a rolling pin

Batman Quinn/Robin Valor. Batquinn. Rob...lor. Quinn's Autoattacks would be batarangs, her passive attack would be an explosive batarang. Her Q would be smoke bomb, her w would be radar. This skin would probably break a trillion copyright laws, but I can dream.
Bear with me, many ideas… Fowlnivia/Turkeynivia/Thanksgiving Feast Anivia
Visuals: Anivia is a turkey with multi-colored feathers, maybe wearing a tiny pilgrim hat.
Rebirth (Passive): Anivia becomes a cooked turkey (cookednivia in chat) on a silver plate as a stick of butter or spilled gravy slowly falls on her so that she revives. Or just turn Anivia into a pumpkin in a cornucopia (with extra veggies inside for aesthetics) and have slow-moving fall leaves come down. Maybe if she dies in her passive the pumpkin pops and feathers/stuffing fly everywhere.
Flash Frost (Q): Launches a lump of mashed potatoes/a potato/stuffing
Crystallize (W): Wall of Corn-on-the-cob, slowly gets nibbled away. Maybe Flint corn so it’s multicolored.
Frostbite (E): Launches a mass of gravy (goes with mashed potatoes, get it?) or a fork/knife.
Glacial Storm ( R): Rains down mashed potatoes/ a potato (goes with gravy…) or cranberry sauce splashing on a silver/white plate or gravy or Fall (multi-colored) leaves coming down.

PATRIOTIC AZIR!
Azir is a bald eagle in a double-breasted suit. He summons old-fashioned soldiers who attack with the bayonets on their guns. His ultimate is a tank that crashes forward and fires a shot from its cannon (purely cosmetic. purely awesome.) For his recall animation, he stands on a podium and gives a speech on the state of Shurima.
