I know that some people have already downvoted this, but in all seriousness, Riot has released content that resembles characters from other games (i.e. Yellow Jacket Shen = Scorpion and King Rammus = Bowser). Even if Riot used Bayonetta or Guilty Gear as the basis for a concept, it would be pretty neat. Besides, a champ based on a Beyonetta concept would be sexy as hell, among other things.
As for a kit, here's what I'm thinking:
Anima, Lady of the Demon Hair
[Passive] Witch of the Demon Hair -- After a certain number of auto attacks, Anima gains increased damage and effects on her next spell. Additionally, her spell casts alter the effects of her ultimate.
[Q] Stab -- Anima sends her hair to strike a target area. Enemies in the area are slowed and take damage. If enemies are hit by this skill again within 5 seconds, the damage and the slow are increased. If Anima's next spell is empowered, targets are stunned instead of slowed.
[W] Shadow Lock-- Anime channels for a moment and opens a portal with her hair, allowing a large shadow fist to emerge and damage all enemies in a line. If an enemy champion is hit, Anima may teleport to them and deal damage. If this spell is empowered, Anima can pull the enemy toward her.
[E] Deflect -- Anima uses her hair as a shield to block the next incoming spell. If she is successful, her next spell cast in the next 5 seconds is free and gains a decreased cooldown. If this spell is empowered, the all damage Anima would incur (before resistances) is reflected back at her enemy, plus a small AP ratio.
[R] The Summoning -- Anima summons a demon from her hair to deal large damage to her enemies. The effects of this spell are altered by her previous spell cast.

Stab -- Anima will summon Hyperion, The Grasp of Death. Anima cuts a lock of her hair and tosses it to a target location. After a brief delay, Hyperion appears and roots all enemies in place around him.

Shadow Lock -- Anima will summon Tempest, The Storm of Despair. Anima creates a pool of darkness in front of her and Tempest, a cloud of darkness and coiling tendrils (with his face at the front). He then travels in a straight line with global range, damaging all enemies he hits. He deals less damage, down to a minimum, for every unit he hits.

Deflect -- Anima will summon Fortessa, The Knell of Silence. Anima charges her hair with dark energy, then releases it after a second to silence and damage all enemies in a large area around her.
