Ragnarok, herald of Apocalypse (champion concept)

Before you go on, Please if you don't like it that's fine, but offer some advice so I can improve it.
I have been posting this Champion concept for a while, constantly trying to change and improve it, and I figured I would go for it again. I like to create concepts of champions I would like to play and main. I don’t have to many champions in game that I love to play, like 2, so I often like to post this in hopes of someday enjoying it.
I started this champion based on a Japanese mythic creature which would control lighting called Raijin. So I started doodling the champion over and over, hoping to find something which would fit, and funny enough I found a picture which almost matched my concepts perfectly. Granted it’s not the same, but the look is what I was going for.
I believe the picture up above is of a fan made version of Goku, from Dragon Ball Z, but it came out exactly like I wanted this champion too, plus the long hair looked better than my concept of short.
As for the look in descriptive terms,Very Long Hair, tattoos which are symmetrical, No shirt. Sort of a baggy pants look, with his belt sort of looking like overlapping his pants(as you can see above).
Lighting surges around his body, and when he hits the lighting flows to his fist. He also flies.
THIS IS THE MOST IMPORTANT PART FOR ME< HE IS AN AD CHAMPION, WHO CAN FLY> There are no flying ad champions so I really wanted one. The champions who can fly, like syndra and malzahar have so poorly animated flight designs that I really want this to be a flying ad champion.

His Kit
Health:585.6 (+95 per level) Attack Damage:60 (+5 per level) Attack Speed:0.658 (+3.2% per level) Movement Speed:345 Health Regen:8 (+0.8 per level) Armor:26 (+3.8 per level) Magic Resist:30 (+1.1 per level)
I need help with his kit, feel free to offer advice. The kit will change and improve, but it's been hard to find something i like.
Passive: Lighting flows around his body slowing down opponents movespeed if He attacks, and slowing down attack speed of opponents if he is attacked.
Q:
Lighting speed
three punch combo which gives his other skills a slightly lower cd after used. Meaning he has to close in to use the ability.
W:
A leaping hit that does extra damage, Using a punch
leaps at target on next basic attack, dealing bonus physical damage equal to [0]% of their maximum health. Activates black lighting
Black lightning: lightning hits you debuffing you and giving armor piercing/penetration for a short period.
E:
Chained lighting A chained attack that bounces you off of champions hitting each one. Like lighting does. The closer the opponents, the stronger the hit. Can be used on minions and monsters as well. It allows for movement, but once activated can’t be stopped. So if you activate it one three opponents and you only want to attack one because you are low health, you will hit all three and mostly likely die because you are now in their range. Adds a short boost to movement speed.
R:
True smite; Like Smite, but on a larger scale. It can be used anywhere on the map, and isn’t targeted on a champion. It’s like gang planks ultimate, but isn’t stationary. You can move it around to follow champions. Think of a giant beam of lighting which acts like a tornado.
Lore: still working on hit, but wanted kit ideas and help if possible.
Q combo ? minus the knockup , and would the 3rd punch deal some sort of bonus piercing lightning damage that like lowers armor for a set duration ? * basically armor pen
ult , with the whole bouncing effect idea , where exactly would he spawn at after using this skill ? near the last enemy hit , or back to the first 1 ?
ult , also .. if he does become the lightning bolt , does he travel to that specific location
