Probably a better question for the Story, Art, & Sound board. This board is for Fan Creations, and the Rioters who will best be able to address your question don't hang out here -- they're the Story, Art, & Sound guys. :)
I really hope it's an ultimate skin. Vel'Koz deserves one for being riot's example of balance.
