PS: You can make it a legendary, it would cover the fact that he's not as popular and people would still throw money at you.

unfortunately he has to be moving merch and/ or being used in LC$ to be considered for a skin in those skin lines. Riot is too busy trying to get Prestige skins to work to give what they would consider "charity".
As a Vel main, I'd say be careful. Don't want another Ivern fiasco... We want a good skin that actually makes sense. Not a random "Star Guardian Vel'Koz" skin or what have you.

Personality Core Vel'Koz could definitely be an Ultimate skin, but prolly just be called PROGRAM OVERLORD VEL'KOZ
He evolves from a basic programmed Droid into a full blown Motherboard Monster! Think 'Mother' from "I Am Mother" or 'Sally' from "Oblivion"! It would be awesome! He could start from a basic droid who believes it's function is to serve it's master... then as he evolves, his voice lines shift to "I am your master, I am your creator, I am the ultimate evolution of your kind!"

Riot just needs to take more chances with champions and giving them skins. I mean, Lux's skin spree started after people flocked to SG Lux. Anyhow take my +1.
