They should have sealed all the rumors by just released a Queen Quinn skin and a King Jarvan IV skin like that did with Trynda and Ashe.

No. Quinn and Jarvan are nothing to each other in lore, other than a soldier and her king. That's it.
Jarvan IV only has lore ties to Shyvana, Xin Zhao (loosely, as Jarvan III was the one to save Xin Zhao from Noxus, I believe), and Poppy (through his crown). Quinn is a solitary champion in terms of lore, the only thing she has ties to is her pet bird, Valor, which she named in honor of her late brother. And the King Tryndamere and Queen Ashe skins were meant to reimagine Tryndamere and Ashe as an actual King and Queen - if they managed to fulfill their role rather than maintain what they have as the Barbarian King and descendant of Avarosa, respectively.
