Nebu is a squishy champion He is an assassin hemomancer Who thives in the heat of battle. Just a quick disclaimer - naturally actual ratios would need to be played with, but just to give you a general idea the ratios here are how he's designed to work.

Lore:

Legends tell of the "Wind of War" Wherever battles rage on. The rumors were never quite confirmed if this wind exists or not. Still certain ancient trinkets and walls tell of his story there is also some evidence in the stories told by soldiers returning from battle- seemingly having gone mad from fatigue, and their injuries Such was the case during one of the Noxian invasions into Ionia - Ionian and Noxian soldiers both severely wounded and near death screaming it's name. One man, named Ezreal decided to look into the legends after "borrowing" some ancient trinkets from a Piltover museum He sought out the Targonian aspects. looking for anything related to this mysterious Wind of War His search led him to an ancient obelisk long buried by sand in the Shuriman desert - the obelisk had music written in an ancient tongue. Ezreal was barely able to make out the faded words but upon contact with the obelisk had a vision, a beautiful, yet haunting song entered his head he knew where to go next.

Ezreal traveled to the Valley of song where the maddening winds whistled through he hollow rocks. He did not like this place. Stories told of incredibly agile bandits in the area and the loud whistling made it difficult to locate them through any means other than sight. but Ezreal had only one goal in mind. find the rock structure he'd seen in his vision. When he found the rock after 3 days of searching and fighting off bandits at night, he was disheveled, and ready to leave this place. Still finding the rock was a huge achievement. He whistled the loudest he could the song he heard. The song itself was amplified by his gauntlet and the entire valley began to morph around him Granting Ezreal one last vision in which his entire form was trapped

He saw the clear as day the Noxian invasion of Ionia, several days had gone by during the campaign and nonstop fighting ensued. On the 6th day of this battle the wind appeared, it picked up and rang a familiar tune. Ezreal was witnessing the slaughter of hundreds of men Noxian and Ionian the battlefield went from a hotbed of warlike activity to men everywhere laid out on thr ground. Many missing limbs, eyes, and even internal organs. The man Held aloft his dual blades combined them into one named Chadnezzar. he walked away the battlefield as mysteriously as he entered, as swiftly as the wind Ezreal, trapped within this vision yelled to stop! The man turned around aware of Ezreal's presence in this memory. He told Ezreal to seek him out - he would give Ezreal the secret to immortality and reveal the full secret/ power of his Gauntlet. Ezreal was pulled from his vision. He found himself on a mountaintop. The valley of song to his north, and Anathrir to the south-east.

Nebu is a being who thrives in warlike setting Nobody is quite sure how old he is, and many question if he even exists. The best guess is that he was on course to become an ascended, but never did resulting in him never becoming a Darkin. Still, the power he holds is immense using some form of blood magic in a fighting style designed to kill as many opponents ruthlessly as possible. It's also possible that this sheer ability to shed blood like the wind is what eventually led to the Wind techniques that eventually got passed on to Yasuo.

Passive - A thousand cuts:

Nebu's basic attacks deal 30% of any of his AD ratios. extra Health is converted to AD. When Nebu attacks, he heals for 200% of the damage he deals at level 11 this becomes 350% Nebu also builds up a rage bar (called Bloodlust) he builds this up as he attacks when this bar is full if he would recieve 500 HP damage in a 1 second window his bloodlust bar will rapidly deplete while acting as a second health bar. if this bar hits 0 while he has no health he dies - if this bar depletes and he has more health, Nebu will be unable to refill the Bloodlust bar for another 70 seconds.

Q - Toward Bloodshed| 15/13/8/6/5 second CD

PASSIVE - Enemies and allied champions spill blood that can be see non the ground as they fight. When the damage of a fight exceeds 1000 HP Nebu will run faster in the direction of the bloodshed. His movement will be indicated by a bloody boot above his head

ACTIVE - Nebu lunges forward to target Champion or pool of blood (That includes Vladimir). If it's a pool of blood the range is extended by x1.5 however, if he lunged for a pool of blood, for the next 2 seconds he only deals 20% of his AD ratios in auto attacks.

W - Make them bleed| 15/14/13/10/8 second CD

Nebu slices at an enemy champion dealing bleed damage for 4 seconds. At the end of this bleed effect a pool of blood hits the ground that nebu can dash to without the damage Penalty of Toward Bloodshed

E - Bloodstorm | 12/10/8/5/3 second CD

Nebu spins arond making all of his auto attacks an AOE, increasing his attack speed by %300 for 3/4/5/6 seconds reducing damage taken by half for the first second of the spin dealing an extra 20 damage on his auto attacks.

R - Like the Wind| 200/160/120 second CD

Global - after a brief channel Nebu teleports to target blood pool spawning in as a spinning top of death complete with for 7 seconds extra seconds of a windstorm. Activating Bloodstorm during the windstorm immediately will double the extra damage it deals and deal it as magic damage instead.

If Like the Wind is reactivated before the windstorm dies down it will burst outward dealing al of Nebu's full AD and healing for 100% of the damage dealt and his next auto attack will do 50% of his AD

Nebu is desgined to be a tank but with squishy stats. His tankiness is in how much damage he can deal, and soak up. His most powerful abilties are AOE to allow him to fight swarms of enemies, without dying. Every Assassin Main's power-fantasy. This naturally comes at a cost. Like Pyke he cannot build extra HP, and because none of his abilities scale with AP he can build one of 2 ways. Assassin Basic (Ghostblade/Duskblade/ etc, or like a Master Yi. Part of the problems with designing a champion like this though is the perfect balance. I want him to be a powerful damage sponge but definitely dont want him dealing too much damage and definitely want him to be able to die if coordinated correctly. Unlike HP stats, health gain and lifesteal are an attribute that have been historically difficult to balance. I want this champion to be able to jump in 1 v 4 and survive for as long as a Juggernaut would but that also dont want him to be unfair to duel which is why i ultimately made the brunt of his power in Aoe auto attacks that can be kited out.

Anyway Thoughts? Concerns questions?

200% healing on auto attacks? 350% at 11? Dude, the closest anyone gets to such a passive i s nasus at 24% at 13 :/ You got to tweak your numbers a lot down... giving 300% attackspeed and giving AOE cleave? Like damn boi, have you actually tried and compare him to any existing champions? Same with how your cooldown scales down 15/14/13/10/8. Like why is it 1 sec for the first two skill ups and then 3 seconds, but then you realize you messed up and give it 2 seconds? Why not just 15/14/13/12/11 or 15/13.5/12/10.5/9 or 16/14/12/10/8

I like the idea and I mean with Major number tweaks he could be good the only thing is, he's just a bruiser that's going to build full AD much like aatrox used to do or what Champs like irealia oe jax do. In fact he reminds me a lot of aatroxjust with more mobility and slightly lessburst
