**Passive: Frostbite **

Oceanus’s Abilities and AA in Thaw apply stacks of Drench which last for 4 sec and slow his targets for 5% per stack which caps at caps at 5. When Oceanus Freezes he deals 10 (+5 × Champion lvl) (+ 10% AP) magic damage and stuns them for .25 sec per stack to all enemies with Drench in a 1000 unit radius.

**Water Form: **

Range: 700 units Width: 175 units

Oceanus fires a surge of water forward dealing 75/105/135/165/195 (+ 45% AP) Magic Damage to all enemies hit and applying a stack of Drench. Upon being hit, enemies are pushed back 50 units. It deals 5/10/15/20/25 (+ 5% AP) extra damage per stack. He gains a stack of Torrent every 10/9/8/7/6 sec and can have a max of 3. Enemies take 50% reduced damage from all other cast of Torrent for 2.5 sec after being hit by the first.

Ice Form:

Cast Radius: 800 units AoE: 350 units

Oceanus hurls a giant chunk of ice at a target location dealing 80/110/140/170/200 (+ 70% AP) Magic Damage and slowing enemies hit by 30% for 1.5 sec, enemy champions are slowed 60%. After landing, the block of ice stays there for 5 sec taking up a 150 unit area and slowing enemies around it by 20%. He gains a charge of Glacial Rain every 14/12/10/8/6 sec and can have a max of 3. Enemies take 50% reduced damage from all other cast of Glacial Rain for 4 sec after being hit by the first.

W: Tidal Wave / Arctic Blast:

Water Form:

CD: 22/20/18/16/14 Mana: 60/65/70/75/80 Range: 650 units Width: 150 units

Oceanus throws himself forward turning into a wave of water. He deals 65/95/125/155/185 (+ 55% AP) to all enemies he collides with. He can reactivate this ability to erupt the wave dealing the damage and knocking up all enemies in a 250 radius around him for .5 sec then slowing them for 20% (+ 10% × Number of Drench stacks) for 2 sec. Oceanus can also pass through terrain while in the wave.

Ice Form:

CD: 8 All Ranks Mana: 70/80/90/100/110 Range: 550 units Width: 125 units AoE: 250 units

Oceanus fires a bolt of frost dealing 60/100/140/180/220 (+ 45% AP) to all enemies and slowing them for 30/40/50/60/70% for 2 sec. At the end of its range or when it hits an enemy champion, it explodes dealing 80/120/160/200/240 (+ 70% AP) and stunning all enemies hit for 1 sec.

E: Inundate / Creeping Frost:

Water Form:

CD: 1 sec Mana: 25/35/45/55/65 per sec Radius: 225 units

Oceanus creates a violent storm around around him dealing 20/40/60/80/100 (+ 50% AP) per sec to all enemies and applying stacks of Drench each sec. Enemies take 10% increased damage per stack of Drench.

Ice Form:

CD: 18/17/16/15/14 Mana: 75/85/95/105/115 Radius: 325 units

Oceanus sends out a wave of frost from his location which deals 80/95/110/125/140 (+ 55% AP). All enemies struck are afflicted with an increasing slow that grows from 20% to 100% over 2.5 sec. At the end of the duration, all enemies are stunned for 1 sec.

R: Thaw / Freeze:

CD: 7/6/5/4 sec Cost: N/A

Passive: Oceanus deals an additional 10/30/50/70 (+ 15% AP) Physical Damage on his AA.

Honestly a great idea, I like it a lot, but the kit seems over loaded with slows and cc, and the passive seems too strong, I would reduce some of the cc and slows for more damage/ mobility. Also I'm going to assume you start out with a level into your ult :P Great job!

ok here is an idea i have thought of for lore and it would not just apply to oceanus there will be titans earth water wind thunder excetera.... here is the lore they all share......Runeterra has not always been battle torn... years ago before rune wars runeterra was once a peaceful land however all of that quickly changed. As the battles for control raged they took a toll on the land around them. Transforming what were once peaceful landscapes to the mangled mess they now are. These battles also transfered with them energy not only the trace energy of magic but the energy of war itself. The emotions and death and betrayal and bloodlust transfered to planet itself. The land, the air the water, the sky, the lava deep within the planets core all have traces of these energies within them, but unbenounced to most runeterrans this energy is about to be released finally the planet itself and all of its trace elements and landscapes have had enough of this war. They have awakened after so many years to end this fighting and suffering once and forall finally making a stand against any and all that wish to shape its various parts. ok first off the passive is too powerful drench is not terrible but freeze well let me do the numbers for you... ok lets say i have 5 stacks and 500 ap which are not outragius by any means let us also say i am level 18. Ok so here is the math... 5 (10 (90)(50)) ok so 5((900)(50)) or 5(45000) for a grand total of 225000 damage... I think this is way too powerful and mostlikly a mistype on your part. This equation and all other equations in the champion should be written with the addition signs outside of the parenthesis because order of operations dictates parenthesis first which in this case with the additions inside obviously make the equation far too powerful as you can see. the new equation should be 10+(5xlevel)+(10%AP) which is by far less crazy so the new equation will be 5 [10+(5x18)+(50)] so 5[10+90+50] or 5[150] so 750 damage and stuns everyone for 2.5 seconds? assuming they all have 5 stacks? Does that really sound reasonable? 2.5 second stun to everyone within 1000 units and 750 damage assuming they all have 5 stacks? that is way too powerful in fact the damage should definately be decreased along with the stun duration. a better estimate of the damage would be about 20+(3xlevel) + (12%AP) per stack and stuns them for .25 seconds per stack the damage should also only apply to enemies who are effected by drench. This new number bonus is slightly less than the old one but balances better in late game as well as early game. This also puts less effect on level and rewards the player better for building better items vs just leveling fast.

q: raging torrent: The width its very large and the cooldown is very low for this kind of ability and the amount of damage it deals I would either lower to damage to 1/3 of its current values so 65 damage at max level and take off the cap/collection thing or alternatively you can increase the cooldown to about 10 at all ranks and decrease the width of the ability to about 70. yeah if this doesnt change it is too op and if I build cdr I would have 195 damage every 1.5 seconds with a huge width of 200 units and just have to wait 6 seconds for a stack. Also the cc is fine but the cc on top of the extra damage for drench stacks is too much... no that is way too powerful and is insane the way it is made I would either have the increasing damage and the knockback or the 180degree turn and the knockback or the 180degree turn and the increasing damage but not both... Q: Glacial: Damage is again way too high decrease the damage to 1/3 its current level and get rid of the stacks thing also it would make sense both scientifically and ideoligically if the range was decreased in the ice form as ice is heavier than water It would also make sense to have the ice form slightly larger in width as water expends when it freezes. W: Water form: the slow on top of the stun is insane especially since drench already slows the enemy by a % this can be messy. healing could be an alternative option or magic pen%/%magic resistance ignored based on the amount of drench stacks. W: Ice form the stun and the slow is crazy especially sense your q in ice form already slows enemies and your passive already stuns enemies besides another 1.5 second stun is crazy sense you already currently have a 2.5 second stun. yeah... umm... no.... change this all together also the cooldown is very low for the huge damage the ability deals in this form. I would change this ability to creating an ice shield or barrier of some kind as ice can be used to coat things and would also be an ability most ice based champions with the exception of sej do not have. If this was a magic shield that would grant tenacity or block cc while it is up this would be very effective. or even if it was a health shield that had this kind of effect. Awesome. E: Water form: the mana should be increased to mana per second. E: Ice form the radius is way too big also this would be interesting as a conic skillshot and probably would be fitting as such. R: the passive is strange and does not seem fitting on a champion that is obviously a mage. I would make this effect be something more along the lines of autoattacks on hit generate 3/4/5/6 mana or something along the lines of tenacity or something... this would be far better than the current passive but whatever passive you come up with it has to be fitting of the champions core which is a mage Also the cooldown is really low. 15/12/9/6 cooldown would be more fitting.

Remove all cc from Frostbite and replace the cc from Water Form with the following

Passive Oceanus gains 5% life steal against Drenched targets per stack of Drench the target has max 5 stacks

Q little confused on the extra damage part on Raging Torrent

W remove the slow from Tidal Wave

E raise the cooldown on Inundate to about 20 or 10 seconds

R When Oceanus switches to Water Form he gains an additional 10/30/50/70 (+ 15% AP) Movement Speed

When Oceanus switches to Ice Form he gains 10/30/50/70 (+15% AP) Armor and Magic Resist
