Champion Idea: Balton, The Keeper of the Eyes

I return again! Billcurme here, with my next champ idea: Balton! I thought it would be neat to try a vision-based support champion, though I acknowledge the difficulties in making such a champ balanced, as vision is so powerful.

As always, critiques and reviews are greatly appreciated, and I really hope you enjoy the concept.

Balton, The Keeper of the Eyes A Billcurme Champion Idea

Statistics: Health: 480 (+84/level) Hp Regen: 5.5 (+0.7/level) Mana: 400 (+60/level) Mana Regen: 6 (0.8/level) Attack Damage: 46 (+2.8/level) Attack Speed: 0.613 (+2.7%/level) Armor: 16 (+3/level) Magic Resist: 30 Range: 450 Move Speed: 330

Primary Role: Support

Abilities: Always Watching (innate): Balton’s many eyes constantly scan the map, sweeping throughout the area at a rate equal to 1/4 his movement speed, revealing a small area in a cone in front of them (Cone width 60*, cone size 450). Whenever one of his eyes spots an enemy champion, they become ‘Spotted’, revealing them for 10 seconds and causing the eye to follow them until they are out of the eye's sight. Balton’s basic attacks against Spotted enemies will deal an additional 5/10/15/20/25/30/35/40/45 (+5% ap) magic damage and slow them for 50% (+1% per 300 ap) for 2 seconds.

Balton starts with 2 eyes sweeping the map. The number of eyes sweeping the map increase as Balton level’s up Network of Spies. Eyes are visible to enemy champions and can be targeted, being disabled for 30 seconds if struck with 3 basic attacks. Disabled eyes fall to the ground at their current position. Eyes do not recharge while Balton is dead. All active eyes return to Balton when he dies. Eyes will flee from enemy turrets at a much faster rate then their standered movespeed.

In addition, Balton has one untargetable eye that follows him over his shoulder. This eye can spot enemies within its cone, and will be used for Icy Stare and Watch Over Them.

This is the basis for Balton's kit. The idea of someone with a bunch of controllable eyes granting vision is kinda a no-brainer. Also, I decided to have the eyes scale with Balton's movement speed in hopes of giving him a different build then the traditional support. Also, means Cloud Drake is useful! heheh. However, do to the strength of Vision, I thought giving enemies who stumble upon an eye a bit of counter-play would be nice. Might be too strong, might be too weak. Thoughts are appreciated!

Icy Stare (q): CD: 15/13.75/12.5/11.25/10s Mana: 70/90/110/130/150 Range: 700 Balton channels for 1 second before causing a ray of cold energy to fire from each of his eyes, dealing 100/130/160/190/210 (+40% ap) magic damage to all enemies hit and slowing all enemies hit by 50% for 2 seconds. Spotted enemies are instead rooted for 2 seconds. If an enemy is struck by multiple rays, each ray beyond the first deals 50% of its damage.

The Ray fired from Balton's personal eye instead slows enemies by 85%, and stuns Spotted enemies instead of Rooting them.

Balton's damaging ability. Usually I'd bulk at the idea of a champ with only one damaging ability, but do to the theoretical strength his vision grants to the team, I thought it would be fine. As for the ability itself, its more or less a standered damaging skill-shot with the added twist of firing from eyes all over the map! LASERS!

Case the Place (w): CD: 70/60/50/40/30s Mana: 50 Range: Global Balton causes all of his eyes to gather at target location over 1.5 seconds, revealing it for 3 seconds and Spotting all enemy champions within. While the eyes are gathering, Balton can cast Icy Stare, causing the rays to fire after the eyes gather. Once the 3 seconds are up, the eyes will travel in different directions from the area.

In addition, eyes from Always Watching will recover 5/10/15/20/25 seconds faster after being disabled.

A deceptively useful ability, this spell not only allows Balton to scout out areas, but also re-position his eyes, allowing them to fan out from the location of his choice.

Watch Over Them (e): CD: 2s Mana: 100/110/120/130/140 Range: 700 Balton commands one of his eyes to guard target ally champion, following them for 4 seconds and shielding them for 40/50/60/70/80 (+60% ap). The cast range of this ability applies to the nearest eye to the target champion.

Each eye has a cooldown of 20 seconds. Eyes that are on cooldown do not apply Spotted to enemy champions, but will still grant vision. Balton's Personal eye only gains a cooldown of 10 seconds.

When Balton shields an ally champion with this ability, that champion will receive 50% less shield from subsequent eyes for 10/9.5/9/8.5/8 seconds.

Allies shielded by Watch Over Them gain 25/35/45/55/65% increased movement speed when heading towards Balton (Range 1000)

I particularly like this ability. A standered shield with the twist of multiple cast-locations. This means that if Balton's allies are near his eyes, he can shield anyone from anywhere in the map. However, shields are less powerful if stacked on one target, preventing any more of this 'uber-shield' nonsense (like what we see with COTC)

Network of Spies (r): CD: 100/90/80s Mana Cost: 0 Range: Global Balton passively increases the number of eyes he has wandering the map by 2/4/6

Balton may cast this ability targeting one of his eyes. After a 1.5 second delay, Balton and the targeted eye will switch places.

A nice way to round out the kit with a gobal reposition skill, meaning Balton can join in his team-mates at the drop of a hat

Overall, this Champ idea was meant to explore the idea of a champion the brings unrivalled vision. Balton players would have to carefully manage their eyes, and keep one eye glued to the mini-map. Balton players who are aware of the map on a global scale would be much more powerful and influential, shielding allies and slowing enemies all over the map.

Lore: Balton hails from a time before the Frejlord that we know today. An ancient practitioner of powerful divination magic, there are few things that can be kept secret from the Keeper of the Eyes, and from those he serves. For while the eyes grant him vision of things secreted away from the world, they do not guard him from those secrets.

It was in the dead of Frejlord’s ever present winter, in a night so cold the air itself seemed frozen, that she came to his door. Tales of his sight had reached far across the frozen plains, and she had come to hear what he had discovered. Balton had gazed deep into the Howling Abyss, and learned that which he should not...

The shaman was kind and understanding, asking only for him to share his tale. And so he spun for her a story of creatures, dark and twisted. Frozen bodies littering a deep chasm, broken, but alive. Seers, like him, that sought to return. They had sensed him watching, whispered to him such dark secrets, such terrible promises. They whispered a name to him that he had thought was but a children’s story, so lost to the ages it had been. The Watchers.

Frightened, he had asked the woman to go forth and gather the tribes. To call upon the noble Frostguard, the savage Wintersclaw, the wise Avarosian, to help ensure this threat did not resurface. Instead, he was met with black ice, as the laughing woman revealed herself to be the Frozen Watchers loyal Speaker, Lissandra. She taunted him, saying that all he needed was some time with the Watchers, before burying him alive in a mountain of dark ice.

And like that he stayed, frozen, but alive. And as he lay entombed, the whispers continued. Days became weeks, became years, and still they spoke to him. Still, they whispered to him. Still, they promised him power.

Centuries passed, and finally he emerged. No longer human, no longer fighting. Now loyal to those he sought to prevent, Balton turns his eyes upon the world around him, watching, and waiting, for his masters return...

I hope you like the champ idea. He needs more quotes. And puns. All the eye puns! Suggestions are appreciated.

I am literally always wishing I could have more vision as I am in lower elo where unfortunately people do not see the value of wards, the most wards you can have at one time is 5 including one control one farsight and three trinkets, and even then it is hard to manage, a vision based champ would be very strong for the overall early and mid game giving a huge advantage for the team but possibly make it so that the laning phase early is weak due to the strength on the overall map. The ult is also really good for early game support ganks but 6 whole eyes seem very very op, if it is 6 then maybe remove his ability to buy a sightstone or reduce the number to 2/3/4 or 2/4/5 for a midgame spike.

i like it but damn. the possibilities on that w. might need to tone it down a bit because the enemy midlaner will never want to engage for fear of a random eye showing up out of nowhere and just murdering him after the fight ends. scary thought man.

So basically, Balton's passive is like Kalista's (W), but just all over the map? It could work I guess, but I think another passive could be better in it's place. However, I love the Idea of an Un-targetable Eye that stay's on Balton and has cone-ranged Vision. Without getting to deep into it, I think you should take the Un-targetable eye and work around that a little more, maybe everything within it's cone-range is true-sighted.

The range of the sight could level over time, and would be usefull on a support if the Eye stays looking forward, the same way your facing (because it leaves counter play). Also, Watch Over Them (E) could be used to send your eye to an Ally, allowing them to gain the effects of true-sight and maybe even bonus damage on attacks and abilities.

Hey there! Just dropping some feedback because I saw your concept on the December CCOS.

I absolutely adore the idea of eyes roaming the map. HOWEVER, I do see quite a bit of problems regarding the usefulness of all this.

I can see Balton being a very low-impact champion because there are many other supports that provide much more to a current situation. I say this because the only really impactful thing that Balton can do is slow and damage with "Icy Stare", and that in itself is a low-damage ability with a considerable slow.

I'm gonna suggest something to help enforce the impactfulness of Balton without making him too op. You should make "Icy Stare" apply a certain debuff that can be triggered by your allies. This will allow many more possibilities as to how your use "Icy Stare" for other than a slow and some damage. However, with the added debuff, you would need to tone down the damage and maybe even remove the slow in exchange for the debuff. I say this because a debuff can mean anything, be it either a 3-hit proc to stun similar to braum, a debuff that causes them to attract more eyes, and so much more.

Now, with all that said, the best way to increase Balton's effectiveness in a current situation, by that I mean how Balton can affect things around him, is to give his eyes bonus effects when they are near him. Perhaps enhance "Icy Stare" to slow an enemy, but if the enemy is tagged for more than a set amount of time, then they freeze over and are stunned for 1 second or something. Or even have "Watch Over Them" give the ally an enhanced shield if cast near you. With all this said, you'll need to reduce the effectiveness of eyes that aren't near you.

Just a little feedback, but I really think this concept is about as good as its gonna get lol. I wouldn't change very much about it. Good work!

The dates for the CCOS have been extended, so you now have much more time to do whatever it is you need to do - edit your concept, enter a new one, what have you.

The results for the December/January CCOS are in! I am pleased to say that Balton has scored higher than any of my previous entries, making it all the way to second place! As such, I still got some great critiques so that I can improve the concept. I intend to look over the reviews and work to polish this champion to make him as best as possible.

Something that was mentioned a few times in the CCOS that I apparently failed to convey in the text: Case The Place (w) causes the eyes to gather over 1 -2 seconds, depending on range, not movement speed. A commen complaint the judges had was how long it takes the eyes to gather with his W, and while I clarified in a conversation, I hadn't mentioned it in the actual text. I'm going to fix that now.
