Whichever value is higher is used. They do not stack.

Hey, I have a couple questions,

Firstly, so I can understand your thought process behind these items,

Why do you feel these items need to be added into the game (what purpose are you trying to accomplish)
In what situations do you see these items being very effective or vice versa what situations do you see these items being an bad purchase.
