[ Items ] Shepherd's Staff + Innervating Locket

Hey Boards, I have some item concepts I'd like to show you guys and I hope to get some thoughts/feedback on them. Mostly I'm suggesting these because I feel like there aren't enough items in the game at the moment, and that itemization has become rather monotone and straight-out boring.
So here they are:

** Shepherd's Staff**

  • Recipe: Rejuvenation Bead + Rejuvenation Bead + 340 Gold = 700 Gold Total
  • 12 Health Regen per 5 seconds
  • UNIQUE Passive: +5% Movement Speed

A nice, cheap Health Regen item which could be used as building block for future items.
It's purchase would depend on what it builds into, of course.

Innervating Locket

  • Recipe: Shepherd's Staff + Forbidden Idol + 850 Gold = 2250 Gold Total
  • 20 Health Regen per 5 seconds
  • 15 Mana Regen per 5 seconds
  • 10% Cooldown Reduction
  • 6% Movement Speed
  • UNIQUE Passive: Increases self-healing, Health Regen, Lifesteal and Spellvamp effects by 20% (does not stack with Spirit Visage).
  • UNIQUE Passive: When in battle, when you use an ability you regenerate 17 - 38 Health over 2 seconds and gain 4 - 9% Movement speed for 2 seconds, decaying over the duration (4 second cooldown). Both effects increase based on your missing Health.

I've always liked the concept of this item, but I've never got to use it because I'd joined too late. It's obvious why it was removed (Udyr was not really an exception, others abused the item as well. Trust me, I saw videos), but I always wondered why Riot did not at least try to find a solution and then re-introduce the item later.
I did see enough 'promises' with Rioters saying they wanted to and that they actually would re-introduce it, but it seems those were false promises (ಥ﹏ಥ). So here I am suggesting a changed Innervating Locket.

In my opinion the item's biggest problem was that it simply did too much. It offered you practically unlimited sustain by giving you massive amounts of Health and Mana and an Aura that granted you and others high amounts of the respective regenerations. Additionally, it had a passive effect without gameplay and yet another regeneration form!

My Innervating Locket grants no Health nor Mana, no tankyness. It doesn't offer allies any bonuses either. It only grants sustain and mobility. It isn't as gold efficient and the passive requires a little bit more gameplay.
Therefor, I believe, it is much more balanced and healthy.

That's all for now. Like I said, Shepherd's Staff could be built into further items as it is an awesome building block.
For example Force of Nature could be built out of it, or I've thought of combining it with Aegis to make a new aura that grants nearby allies Movement Speed, but I don't want to put the concept in this thread right now as I've run out of motivation and a clear mind, sorry.

You know, there was once a time when EVERY item in the game was commonly used, because each and every item had its own little purpose and was very much useful in most builds depending on the situation.

Now? Too bad, that doesnt exist anymore, its all about what items are "cost efficient" or w/e the fuck. Really bad, and stupid. I think more emphasis needs to be put on item actives and special passives, and wayyy less emphasis on actual stats. A game-wide nerf to the vast majority of the "big items"' stats would be much appreciated, and bring the the literal REASON for items existence (to specialize or compensate for disadvantages or necessary utilities to help your champion deal with the situation) back into existence.

My thoughts: I think Shephard's Staff could cost a little less gold/have better stats. 12 HP and 5% movespeed per 5 isn't really worth 700 gold imo. What you could do: Replace the movespeed with something like 5% CDR and make it a 440 gold item or some form of a starter item. On the locket, 17-38 health isn't really insanely high, maybe make it percentage based? 1 - 5% of missing health would be good, however, if this item were released it'd get the ER treatment when it was first released. It gave bad stats for an endgame item. Maybe giveing it like 30 armor and MR and some health and make it cost 300-400 more gold would make it a better item.

What role is this item geared towards? Because I could see the locket being a good item for DrMundo and supports.

I like the concept and its definitely original, would like to know what you think about my feedback <3

Tanks could use a good item to rush. ADC's have item 3153. Mages have item 3089.
