e.g. slows and then speed our champ up stuns give him extra mr knockups give him armor displacements give him ad etc.... and so on as a result that champion will obv have rather low base stats cuz cc empowers him but i think its a cool idea and logical wise wed make him a support that takes the cc of his adc if hes in range....

@edit why the hell am i getting downvoted what is not cool around a champ centered around receiving cc and then using it to buff himself

While neat I think it should be something more focused on the skill of the player, maybe a active skill or ultimate that during that time they have tenacity like balls(not immune to cc outright, that's Olaf) and during that time they would get a heal or buff to their stats for all the CC thrown at them, maybe an ability similar to braum's wall to help them tank and steal the attacks?

Hmmm seems like we're designing braum with a new ability..... need to think on this.

Edit: Maybe a yasuo windwall style ult with "It effects me now 100% but I'm getting buffed for it and I took the blow for my team" kinda deal?
