Graves already has nerf's on the PBE - they are looking at ways to balance the items Yasuo is using to be come over bearing... and the community is split 50/50 on whether Quinn is OP or UP ... no one is saying she's balanced.

Okay so first of all there i a hotfix coming out for Warlord's bloodlust which will make it apply on champions only, like it really should have been from the start. Until this is fixed, its VERY hard to evaluate whether or not yasuo and graves actually need changes.

That being said, pbe has nerfs to Graves Q, which I support because the ability just does too much damage. PBE also has a buff to quinns passive but reworked her Q in a few ways.

Basically the only person on your list not being looked at is Tahm, and I have mixed feelings. He needs nerfs, im just not sure how to do it without taking him out of viability.

I think his stack management needs to be looked at; Stacks last for 7 seconds which is almost 50% longer than the stacks of any other champion in the game. This, when combined with how much damage his W can do results in massive periods of zone control because of the threat of taking massive amounts of damage. Lower the stack duration, and make them consumed on ability when fully stacked. This way he can't stun you then eat you, ccing for a massively long duration. I would also be interested in exploring down time on his passive after he has gotten 3 stacks on an opponent. Just trying to increase the windows where you can engage him. I think his success cases are very powerful already; but his failure cases don't really punish him at all.

Finally, I could see a small W rework to current health (rather than Max, i mean its 30% max health). This, however, is the least exciting nerf because he is beatable right now (unless he goes devourer, then no one can duel him, kappa) and i'd rather nerf him in a way that allows for more counterplay instead of taking him out of viability by reducing his numbers.
