Bot Lane Assassins - Lucian vs. Jhin

This question has been haunting me over and over again, especially since I LOVE assassins. Why is not a secondary assassin like but is? is not mobile at all, but has two abilities that boosts his movement. His W makes him chase enemies faster like passive and his E is a dash. Pretty much every assassin has either a dash or a blink as their mobility ability. I just don't get it. not assassin, but is. God help us #Rito
