IDEA: Having The Rotating Games Modes As Custom Games

I've always wondered why they never made rotating game modes as permanent options for custom games? I feel like this would be a lot more enjoyable for people who are sick of norms and want to have some fun. Or maybe be able to set certain perimeters such as having speed at 300% or Ult charge at 0 seconds. Kind of like Overwatch Custom games.
