UNIQUE Passive - Eyes of Pain: +15 Magic Penetration
UNIQUE Active: After a 0.25 seconds channel summons a lightning strike that deals 10% (+1 per 100 AP) of the targets maximum Health as magic damage and snares them for 0.75 seconds (700 Range)(90 second cooldown).

This is to counter the 'mobility creep' of mid lane mages.
Mages like Lux and Vel' Koz can buy it to snare down the enemy before throwing out their combo. The channel ensures it isn't used by mobile champions themselves, because they'd have to stand still to use it.

not like a ahrie dash into snar into charm would be the more common use of it, or twisted with another 0.75sec....honestly, it's stronger on mobile champs than against them, as they can easily creat picks with it, and 10%+ratio maxhealth nuke helps assasins aswell to burst even tanky targets

make it a .5-.75 second channel, unless its a skill shot, to allow meaningful time to counter play.

CC other than Slows shouldn't be available on items, and the ability to miss is part of, you know, the game balance on skillshots.
