Can anyone tell me the point of all the reworks done this year?

I know they reworked A LOT of champions so they would fit the game better and now be subject to easier changes and tweaks by riot when it comes to balancing, but I don't think I've seen any actual tweaks done to the champions.....at all.

Skarner, Cass, Gragas not a single change.

What the hell is going on? And what was the point of all that if they aren't going to use the tools they put on the champions to make the game better?
