Why did Nunu get the zombie skin instead of Azir?

Yeah..instead we get a Jinx skin that could have came out any other time and the Pantheon skin to me is just a Mad Max or fist of the north star vibe skin. they aren't bad skins but they just to me don't have the spooky feel to it its just another Cop Vi or Sultan GP skin. They are not bad skins, they just don't really feel spooky...feels like a missed opportunity for instead skins that could have came out any other time.

Where are the Witches, Ghost, Zombies(plural), Pumpkins (Zyra Hello), Reverse Legendary Swain(that would be great)
